OTTAWA — Prime Minister Mark Carney has recently spoken out about the complex relationship between Canada and India, acknowledging that, despite improved diplomatic and trade ties, he cannot ensure the Indian government will not be involved in crimes in Canada.
In an interview with the New York Times, Carney noted that there is “some evidence” suggesting that the strengthened relationship with Indian Prime Minister Narendra Modi has made strides in improving the safety of Canadians. However, when pressed about whether he could guarantee that the Indian government is no longer connected to crimes such as arson, extortion, and even murder, he candidly replied, “I can’t guarantee that no crime will occur in Canada.”
For years, Canadian security officials have pointed to India as a significant player in cases of foreign interference and espionage. This scrutiny heightened when former Prime Minister Justin Trudeau mentioned that intelligence suggested Indian government agents might have been connected to the murder of Sikh-Canadian activist Hardeep Singh Nijjar earlier this year.
On Thanksgiving 2024, officials from the RCMP held a press conference revealing potential links between the Indian government and several violent incidents in Canada, including murder and arson.
Recently, the FBI announced a $1 million reward for information leading to the arrest of Satinderjeet Singh, also known as Goldie Brar, who is suspected of leading a criminal gang involved in serious offenses across North America. The RCMP’s Lisa Moreland emphasized that Brar’s network has caused significant harm through acts of violence, extortion, and drug trafficking.
Carney’s remarks have led some to interpret them as an acknowledgment that Canada can’t control actions taken by foreign governments, even on its own soil. However, Amarnath Amarasingam, an expert on radicalization and international repression, expressed that Carney’s statements read as somewhat dismissive.
Various minority groups in Canada—such as Sikhs, Tibetans, and others—have voiced concerns over their safety and the government’s response to foreign threats. Amarasingam, who is writing a book on this subject, noted that comments from officials might reinforce the impression that the challenges these groups face are viewed as “foreign issues” rather than problems that need domestic attention.
Despite India’s denials of any ties to criminal activities in Canada, this topic is expected to arise during Modi’s upcoming visit to Canada, which aims to finalize a new trade agreement. This effort is part of Carney’s initiative to mend the diplomatic strain that arose under Trudeau due to claims of Indian interference.
Carney visited India in March and met with Modi to discuss restarting their relationship. He expressed that while security matters are challenging, open communication between the two governments is essential.
However, for many Sikh activists and those who have felt the impact of India’s influence in Canada, there remains skepticism about whether these diplomatic efforts truly enhance their safety. They recall past government statements claiming that any interference by India had ceased, despite lingering fears and concerns about the reality on the ground.
