ICC Moves Forward with Crimes Against Humanity Charges Against Duterte in the Philippines

Charges Confirmed Against Duterte for Crimes Against Humanity

Judges at the International Criminal Court (ICC) have officially confirmed charges against former Philippine President Rodrigo Duterte. These charges stem from his involvement in violent anti-drug operations during his presidency, which reportedly led to numerous deaths.

A panel of three judges unanimously agreed that there is significant evidence suggesting Duterte was accountable for many murders. This includes actions taken during his time as the mayor of Davao and later as president. Duterte, who is currently 80 years old and was arrested in the Philippines last year, has denied all allegations against him.

In their detailed ruling, judges outlined that evidence shows Duterte “developed, disseminated and implemented” a policy aimed at “neutralizing” those labeled as criminals. Prosecutors claim that law enforcement and hired killers carried out numerous murders under his direction, driven by financial incentives or fear of retaliation.

Deputy prosecutor Mame Mandiaye Niang noted in earlier court sessions that for some individuals involved, these killings became a twisted form of competition.

However, no date has been set yet for the trial. Duterte’s lead defense attorney, Nick Kaufman, has stated that the former president is proud of his legacy and maintains his innocence.

Discrepancies exist regarding the death toll from Duterte’s tenure, with official police figures estimating over 6,000, while human rights organizations claim it could be as high as 30,000.

Duterte has not attended any court hearings, having chosen to waive his right to be present. Recently, judges assessed that he is fit to stand trial, despite earlier concerns about his health.

In 2018, ICC prosecutors announced a preliminary investigation into the violent anti-drug campaigns. Shortly after that, Duterte, then president, declared the Philippines would withdraw from the ICC, which activists say was an attempt to evade accountability. Recently, appeals judges dismissed a request from Duterte’s team arguing that the court had no jurisdiction due to this withdrawal.
