Spain to Appoint New Ambassador in New Delhi Amid Controversy
Spain is preparing to appoint a new ambassador to India as current diplomat Juan Antonio March Pujol is set to be replaced. This decision follows controversy regarding cultural events allegedly organized without proper approval from Madrid, raising questions about the use of embassy funds.
Juan Antonio March has been serving as Spain’s ambassador to India since September 2024, and reports suggest he may be replaced in the coming weeks. The Spanish government is already in discussions to finalize a successor for March.
Who is Juan Antonio March?
Juan Antonio March is a seasoned diplomat with over 30 years of experience in international relations. He has held several significant posts, including Spain’s ambassador to the United Nations in Geneva from 2004 to 2007 and ambassador to Russia from 2007 to 2011. Throughout his career, March has also taken on roles in Armenia, Belarus, Uzbekistan, and Turkmenistan, and has worked in various countries including London, Rome, and Mexico.
In addition to his government roles, March has been involved in the private sector and international organizations. He was part of the International Advisory Board for multinational company Abertis from 2015 to 2019 and has been a Partner of Counsel at ECIJA since 2012. March has also authored books on international affairs, discussing future perspectives and global leadership.
Reasons for March’s Replacement
The move to replace March comes after scrutiny of his management of cultural events linked to the Spanish embassy. Earlier this year, plans for concerts in Rajasthan, featuring the Bengaluru-based STEM Dance Kampni and tenors Joan Laínez and Zhu Huiling, ignited controversy. Concerns have been raised regarding the spending of public funds and procurement processes.
In May, Spain’s Anti-Corruption Prosecutor’s Office received a report from a foreign ministry official about March’s conduct. The report suggested that some actions by the ambassador might have legal implications regarding public procurement and financial management. Opposition lawmakers and the UGT trade union have called for March’s dismissal.
The situation also involves Zhu Huiling, who has both Chinese and German citizenship. Reports indicate Zhu received €18,000 from the Spanish embassy for concerts organized by March, which included events in New Delhi, Kathmandu, and Bhutan.
Who Will Replace March?
Spanish Foreign Minister José Manuel Albares has initiated the process to appoint Alfredo Martínez Serrano as the next ambassador to India. Martínez Serrano is currently serving as Spain’s ambassador to Canada. The Madrid government has reached out to the Indian authorities to seek formal approval for his appointment.
This news comes as Spain aims to resolve ongoing controversies and establish a new direction for its diplomatic mission in India.
