Women’s Lawmaker Seat Reservation Bill Stalls in India’s Lower House

NEW DELHI — A proposed bill aimed at reserving a third of parliamentary seats for women failed to gain approval in India’s lower house on Friday. This legislation was intended to enhance the representation of women in Parliament and state legislatures, a significant move considering the underrepresentation of women in the political landscape.

The bill was introduced alongside another proposal to redraw voting boundaries, which became a point of contention during the two-day debate. While there was general support for the idea of increasing women’s representation, opposition parties raised concerns. They warned that the redistricting could potentially favor Prime Minister Narendra Modi’s ruling Bharatiya Janata Party, changing the political balance in favor of the north, where his party has stronger support.

Both bills were put forward by Modi’s government during a special three-day session of Parliament. However, they required the backing of two-thirds of lawmakers and ultimately could not meet that threshold. As a result, the government withdrew the proposal on redrawing electoral boundaries.

If successfully implemented, the delimitation exercise could have increased the number of seats in the lower house from 543 to around 850 by the next parliamentary elections slated for 2029. Major opposition parties expressed concerns that using data from the 2011 census might lead to an imbalance in representation, shifting power towards the northern states and away from the southern regions.

Despite government assurances of a uniform increase in seats across states, critics pointed out that the proposed law did not provide explicit guarantees. Hours before the bills were scheduled for a vote, Modi stated on social media that all concerns regarding the legislation had been addressed.

However, opposition leaders, including Rahul Gandhi of the Congress party, were not convinced and labeled the initiative as an attempt to alter India’s electoral map. The debate continues as the nation watches closely for future developments on this critical issue.
