WHO EMRO: Polio Vaccination Campaign Delayed in Northern Gaza Amid Escalating Bombardments and Displacements

23 October 2024, Jerusalem/Amman/Geneva – Amid a torrential surge of violence, characterized by relentless bombardments and widespread displacement orders, the Polio Technical Committee for Gaza finds itself ensnared in a precarious predicament. This coalition, which includes the Palestinian Ministry of Health, the World Health Organization (WHO), the United Nations Children’s Fund (UNICEF), the United Nations Relief and Works Agency for Palestine Refugees (UNRWA), and other partners, has been forced to delay the commencement of the third phase of the polio vaccination campaign originally slated for today. This pivotal phase was intended to immunize a staggering 119,279 children across the perilous landscape of northern Gaza.

Under the shadow of ongoing assaults on vital civilian infrastructure, the very essence of safety and mobility for families in northern Gaza hangs by a thread, rendering it virtually impossible for parents to navigate the treacherous paths to vaccination sites while health workers face insurmountable challenges in their life-saving endeavors.

Even as the logistics, supplies, and trained personnel stood ready to administer a critical second dose of the novel oral polio vaccine type 2 (nOPV2)—following a successful first round from 1-12 September 2024—the scope of temporary humanitarian pauses has shrunk dramatically. What was once permitted across a wider swath of northern Gaza is now limping along, limited almost entirely to Gaza City. This contraction leaves many children outside this safety net, denied access to lifesaving immunization.

To effectively halt the transmission of the poliovirus, a daunting threshold must be met: at least 90% vaccination coverage among all children within every community. This is not mere bureaucracy; it is an urgent prerequisite for any campaign seeking to counter a burgeoning outbreak and to prevent its insidious spread. The pivotal role of humanitarian pauses cannot be overstated—they are the lifeblood that allows the distribution of vaccination supplies, enables families to reach healthcare facilities safely, and permits mobile health teams to weave through communities to access vulnerable children. A significant delay—beyond a mere six-week window—diminishes the efficacy of the two closely spaced doses, weakening immunity and jeopardizing collective health. Should swathes of children miss this critical second dose, the already tenuous efforts to stymie poliovirus transmission in Gaza could plunge into chaos, risking outbreaks not only within Gaza but extending contagion into neighboring regions, leading to even more children facing paralysis.

As of the latest update from the second round of the polio immunization initiative, which kicked off on 14 October 2024, a commendable 442,855 children under ten have received their vaccinations in central and southern Gaza—an impressive 94% of the target in these areas. Additionally, 357,802 children aged between two and ten have benefitted from vitamin A supplementation, a strategic move to integrate polio vaccination with essential health service delivery in the region.

This outbreak must be quelled with urgency; the clock is ticking down before more children fall victim to paralysis and the poliovirus entrenches itself further. The immediate facilitation of the northern Gaza vaccination campaign hinges on the execution of humanitarian pauses, ensuring that health resources reach every eligible child. WHO and UNICEF echo a desperate plea to all involved parties: protect civilians, safeguard health workers, and preserve crucial civilian infrastructure—schools, shelters, hospitals. The call for an immediate ceasefire has never been more imperative.
