Uganda’s Economic Progress: Key Highlights from the Ministry of Finance
The Ministry of Finance has announced several significant achievements in Uganda’s journey towards economic and social development. These changes include lower poverty rates, higher life expectancy, better tax revenues, and increased confidence from foreign investors.
In a recent post, the ministry listed seven indicators showing Uganda’s economic transformation over the last twenty years. These indicators cover various areas such as income, healthcare access, investment funds, remittances, and government revenue.
The ministry proudly stated that Uganda has now met the criteria to graduate from the category of Least Developed Countries (LDCs). This classification, defined by the United Nations, focuses on income levels, human development, and economic stability. Moving out of the LDC category is generally seen as proof that a country has made significant economic and social improvements.
While graduation is a commendable achievement, it also introduces new challenges. Countries that transition out of the LDC group may start to lose certain trade benefits, easier financing options, and developmental support that were once available to them as poorer nations.
The finance ministry also reported positive changes in household welfare and income equality. Recent data shows that the income poverty rate has decreased to 16%, while the number of Ugandans living in basic subsistence has dropped to 33%. Additionally, income inequality has improved, with Uganda’s Gini index—an international measure of income distribution—declining from 45% in 2002 to 38% today. A lower Gini index indicates that income is more evenly distributed across the population.
Another noteworthy achievement is the sharp increase in government revenue collection, which has nearly doubled in five years. Domestic revenue rose from 17 trillion shillings in the 2019/20 fiscal year to 32 trillion shillings projected for the 2024/25 fiscal year. Stronger revenue collection is vital for funding essential public services such as roads, healthcare, education, and security without heavy reliance on loans.
The contribution of Ugandans living abroad also emerged as a significant factor in supporting the economy. In the 2024/25 fiscal year, remittances from overseas reached $2.2 billion, or about 9 trillion shillings. These remittances offer crucial financial support to families, helping them with school fees, healthcare, and injecting foreign currency into the economy.
Furthermore, the ministry noted that foreign investors are becoming increasingly confident in Uganda’s economic prospects. Last year, Uganda attracted over $5.4 billion in foreign investments, which included $3.7 billion in direct investments and $1.7 billion in portfolio investments.
On the health front, crucial improvements were also highlighted. Life expectancy in Uganda has risen from approximately 50 years in 2000 to about 68.8 years in 2024. This increase is a good indicator of healthcare access, living standards, nutrition, and overall public health.
Moreover, more Ugandans now live closer to health facilities, with access increasing from around 80% to 91%. Improved access to healthcare can make a significant difference in maternal care, disease treatment, emergency responses, and child survival, especially in rural areas where distance has traditionally been a barrier.
All in all, the Ministry of Finance has laid out a positive narrative about Uganda’s economic and social advancements, reflecting the hard work and efforts made towards building a better future for its citizens.
