China Expands Military Presence Near U.S. Base in Djibouti
A former Pentagon official has raised alarms about China’s military activities near a crucial U.S. base in Djibouti, Africa. Recent findings indicate that China’s military has upgraded facilities just six miles from the U.S. military’s $66 million-a-year Camp Lemonnier, turning the area into a potential surveillance hub.
The Washington-based Center for Strategic and International Studies (CSIS) published a report detailing new installations that could enhance China’s ability to monitor the movements of nearby foreign militaries. While the report does not assert that China is intercepting communications, it suggests a significant increase in intelligence-gathering capabilities.
Morgan Murphy, a defense expert and former Trump administration official, stated that the developments could worsen tensions between the U.S. and China, especially with Chinese President Xi Jinping scheduled to visit the White House on September 24. Murphy remarked, “China is clearly building eavesdropping capabilities,” emphasizing that the recent construction aligns with a broader trend in Chinese military strategy.
The new facilities include large antennas for high-frequency communications, mobile satellite dishes, and what CSIS described as a “radome”—an enclosure that protects radar equipment. These upgrades could bolster China’s ability to track naval movements and communicate with its naval forces in the region.
Murphy pointed out the strategic significance of China’s base, noting its position close to a vital maritime route that sees about one-sixth of global sea trade. He compared the situation to historical military strategies, stating, “Great powers don’t plant listening posts next to rival fleets for ‘logistics.'”
While the Chinese Foreign Ministry has downplayed concerns by claiming ignorance of the specifics, experts argue that these developments cannot be overlooked. The physical setup of the military base raises questions about China’s intentions, particularly since it is situated in a region critical for oil transport.
Despite China’s emerging military presence, Murphy stressed that the U.S. retains an advantage due to its extensive network of military bases worldwide. He mentioned, “China has one overseas base; the U.S. has over 128—and that’s a significant disparity.”
Given the proximity of the Chinese facility to U.S. operations, including the potential for future friction, analysts are urging caution. Murphy highlighted an incident from 2018 when Chinese personnel allegedly used lasers against U.S. pilots near Camp Lemonnier, stressing the ongoing tension in the area.
As global dynamics shift, monitoring China’s advancements and understanding their implications for U.S. military strategy is essential. The situation remains fluid, and the upcoming dialogue between Xi Jinping and U.S. officials may shed light on future relations between the two superpowers.
