India Raises Concerns About Technology and Resources at BRICS Summit
At the BRICS Summit held on Sunday, India expressed worries about the “weaponisation” of technology and critical minerals. Prime Minister Narendra Modi urged the member nations to work closer together to find solutions that can benefit developing countries, known as the Global South, fostering a path towards inclusive global growth.
During his remarks at the summit, which included leaders from ten member states and as many partner countries, Modi highlighted the potential negative effects of using technology and essential minerals for political leverage. While he did not mention specific countries, his comments seemed directed at China, which has imposed restrictions on exports of rare earth elements and vital high-tech equipment, affecting India.
The two-day summit, hosted by India, revolved around the theme of “Resilience, innovation, cooperation, and sustainability: Shaping the future for inclusive global growth.” Modi pointed out that the diversity of BRICS is a significant strength and that cooperation among members is crucial.
He stressed, “The weaponisation of technology and critical minerals can hinder our shared progress. Therefore, we have emphasised inclusivity in adopting technology.” Modi acknowledged that while BRICS member states face different challenges, they could thrive together through collaboration.
Highlighting India’s role as the voice for the Global South, he noted that confidence in BRICS has grown among developing nations because their opinions and experiences are valued. He remarked that solutions should be crafted together with these countries, not just for them.
Modi emphasized that the unity and resilience of BRICS nations are essential to navigating the current complex geopolitical landscape. He outlined that under India’s presidency, the group focused on strengthening resilience, fostering innovation, increasing cooperation, and ensuring sustainability. Through collaboration, BRICS aims to transform shared goals into tangible benefits for all members.
The Prime Minister recognized the rising number of global conflicts and challenges that adversely affect everyday lives, from pandemics to climate change. He stated, “No crisis remains confined to a single region,” indicating the importance of collective action within BRICS to enhance resilience.
To address emerging challenges, Modi proposed establishing a BRICS Integrated Early Warning System to better handle infectious diseases and prepared guidelines for disaster management. The BRICS Logistics Supply Chain Cooperation Framework is intended to bolster supply chain reliability.
In terms of innovation, Modi announced the creation of the BRICS Incubator Network, aimed at connecting startups and promoting scalable solutions through the proposed BRICS Startup Innovation Fund. Additionally, the BRICS Network on Digital Agriculture aims to empower farmers by integrating advanced technologies.
Modi also mentioned that BRICS cooperation should extend beyond just governmental efforts. Initiatives such as BRICS Connect are aimed at enhancing employability and social security, while the BRICS MSME Cooperation Portal assists small businesses in accessing resources and new markets. The BRICS Urban Mobility Hub looks to exchange best practices among cities.
On sustainability, the BRICS Digital Centre of Excellence was set up to enhance clean energy systems, while Centres of Excellence for Agro-Ecology combine traditional wisdom with modern science.
At the summit’s conclusion, Modi emphasized that BRICS represents more than just a coalition of countries; it is an “ecosystem of solutions.” He also noted that the New Delhi Declaration adopted at the summit would guide the bloc’s future efforts. As BRICS enters its third decade, he conveyed that the world looks forward to not just ideas, but actionable results, while also extending his support to China for hosting the next BRICS Summit.
