The Space Industry Association of India (SIA-India) is calling on the government to lower spectrum charges and provide more support to boost satellite communication services, especially in rural and disaster-hit areas like those affected in Nepal and Assam.
SIA-India recommends that satellite operators should face a minimal charge of just 1-2% of their adjusted gross revenue (AGR) for using spectrum. According to the association, the satellite communication market in India is still developing, and high charges may push up service costs and deter investment.
This request follows discussions by the Department of Telecommunications (DOT) and the Digital Communications Commission (DCC) regarding the setting of satellite spectrum usage charges. The talks include the possibility of a baseline charge of 5% of AGR, which is higher than the 4% limit suggested by the Telecom Regulatory Authority of India (TRAI).
The association highlights that satellite networks play a crucial role in bridging the digital divide through various methods. These include providing connectivity to mobile towers, enabling direct connections to devices using direct-to-device (D2D) technology, and merging satellite and ground communication systems.
Anil Prakash, the Director General of SIA-India, emphasized the importance of creating an environment conducive to investment and growth. He stated that keeping the initial spectrum charges low at 1-2% could support these goals while also ensuring the government receives a consistent revenue stream. As the market develops, these charges could be reassessed based on real usage and industry growth.
The recent disaster in Nepal underscores the vital role of satellite communication in emergencies. The country is now looking to enhance its early-warning systems with satellite-enabled VSAT technology and satellite phones to ensure connectivity for monitoring stations when traditional mobile networks fail.
Similarly, the severe flooding in Assam last month has highlighted the need for reliable disaster communications. SIA-India asserted that both satellite and ground networks must work together to provide dependable communication channels that remain active at all times. This includes using alternative pathways for connectivity, ensuring redundancy is built into the system from the start.
