TRAI Proposes Easier Rules for Using Foreign SIMs

New Delhi: The Telecom Regulatory Authority of India (TRAI) has proposed a simpler system for Indian companies looking to use foreign SIM and eSIM cards in their Internet of Things (IoT) and machine-to-machine (M2M) devices. This move aims to help Indian products compete better in global markets.
Many Indian manufacturers, who produce devices like smart meters and connected cars, need these foreign SIMs for their products to function well abroad. However, there have been no clear regulations to allow the sale or use of these foreign SIMs for devices intended only for export.
TRAI highlighted the importance of M2M and IoT technologies in various sectors, including energy, transportation, and agriculture, as more Indian firms create products for international markets.
To help with this, TRAI has suggested a new approval process called the International M2M SIM Service Authorisation. This will simplify the process of obtaining foreign SIMs for IoT devices aimed at exports. According to TRAI, companies registered in India can easily apply online for a digitally signed approval, which will cost a one-time fee of ₹5,000. Significantly, there will be no ongoing license fees, and the approval will be valid for a decade.
TRAI has also made suggestions to allow foreign SIMs to be activated in India for up to six months, enabling manufacturers to test their products before exporting.
Additionally, TRAI encourages collaboration between the Department of Telecommunications and other government ministries to create a clear process for importing foreign SIMs for export-oriented devices and exporting Indian SIMs for use in foreign products.
This initiative aligns with the government’s Make in India campaign by facilitating the production of connected devices for the global market. TRAI believes this framework will enhance the competitiveness of Indian IoT products while maintaining necessary security protocols.
These recommendations have been finalized after public discussions and are now submitted to the government for review.
