Russian Paramilitaries in CAR Report Heightened Concerns Over Election Risks

Russian Contractors Prepare for Central African Republic Elections

PARIS: Russian private military contractors in the Central African Republic (CAR) are taking the upcoming elections very seriously. They stated that they are prepared to address any threats or provocation that might arise during this critical time, according to an interview with AFP.

The CAR, known for its rich resources, serves as a stronghold for the Wagner Group, a paramilitary organization that has become a key security partner for the CAR government. In return for their services, Wagner has secured lucrative contracts for mining gold and diamonds.

Alexander Ivanov, who leads the Russian contractors in the country, discussed the situation as the elections approach. He is currently under sanctions from both the EU and the US because of his role with the Officers’ Union for International Security (OUIS), which officials from the EU and US see as a front for Wagner activities in the CAR.

Ivanov’s group has been accused by human rights advocates of serious abuses, including torture and murder, in various regions where they operate. However, Ivanov insists that while his organization employs skilled fighters, it is not affiliated with Wagner.

As the elections scheduled for Sunday draw near, Ivanov expressed confidence in the process, stating they are working diligently to ensure that the elections are “peaceful and secure.” He pointed to their experience with previous elections as a reason for their preparedness.

“We are closely monitoring the situation,” Ivanov noted, highlighting areas along the border where militants still pose a threat. Both the local defense forces and Russian military specialists remain on high alert.

This Sunday, the CAR will hold presidential, legislative, regional, and local elections, marking a potential turning point after years of unrest. President Faustin-Archange Touadera is anticipated to seek re-election.

Wagner’s presence has been crucial in supporting the CAR’s government, especially during the previous election in 2020, which was marred by allegations of fraud and opposition from several rebel groups. Their intervention, alongside Rwandan forces, helped stabilize the country during a turbulent period.

Ivanov refrained from discussing ongoing conversations with the Russian defense ministry about the potential replacement of Wagner in Africa, especially after the death of its founder, Yevgeny Prigozhin, earlier this year. Russia has been urging the CAR government to transition from Wagner to a new security group known as the Africa Corps.

“I cannot comment on the Africa Corps,” Ivanov said, but he expressed hopes for their success in maintaining peace in the region.
