India Evaluates $30 Billion Initiative to Reduce Sulphur Emissions from Coal Plants

India’s Reevaluation of Coal Pollution Control Measures

  • New Approach: The Indian government is looking into more affordable local methods to decrease harmful particulate matter, moving away from expensive sulphur-reduction technology.

  • Sulphur Analysis: Research shows that the sulphur levels in Indian coal are too low to warrant the use of flue-gas desulphurization (FGD) systems typically used elsewhere.

Current Developments

India is rethinking its long-standing $30 billion initiative that mandates coal-fired power plants to implement FGD systems. To date, only 8% of the 540 targeted plants have actually installed them, mainly due to their high costs and operational difficulties.

Importance of the Change

Coal is crucial for India, providing 92% of the country’s thermal energy. However, its sulphur content is just 0.5%, much lower than the global average. Government studies have indicated that FGD systems do not significantly improve air quality, raising questions about their relevance.

R. Srikanth, head of engineering at the National Institute of Advanced Studies, commented, “There was really never any case for having FGDs in India… All our cities actually suffer from high particulate-matter pollution, not from sulphur dioxide pollution.”

Broader Context

  • Financial and Technical Issues: Installing FGD systems is expensive, costing around $141,000 per megawatt. Additionally, each installation may require plants to shut down for as long as 45 days, complicating operations and expansions.

  • Alternative Solutions: Authorities are exploring electrostatic precipitators as a better fit for India’s high-ash coal. These alternatives are significantly cheaper, costing only about one-fifth of FGD systems and are more effective at reducing particulate matter.

  • Environmental Concerns: Coal-fired plants contribute to 80% of industrial sulphur and nitrogen emissions, which makes these policy changes vital for public health and climate protection.

A report by IIT Delhi emphasized, “The installation of FGD systems and carbon capture technologies should not be used as a smokescreen to justify the continued power generation from these unsustainable, CO2-intensive sources.”

Looking Ahead

The Indian government is currently consulting on this policy shift, with an announcement expected soon. In the meantime, the power ministry has requested an extension of the FGD installation deadline to potentially 2029. Environmental advocates are urging for more comprehensive reforms to lessen the country’s dependence on coal power.
