Winnebago County Set to Enhance 911 Dispatch Center with New Tech Improvements

Winnebago County Enhancing 911 Dispatch Center with Tech Upgrades

OSHKOSH — Winnebago County is set to invest over $500,000 in technology upgrades for its 911 dispatch center, aiming to enhance emergency response capabilities.

These updates will feature new audio software designed to meet updated public records standards and a voice-to-text transcription service. Captain Lara Vendola-Messer, who oversees communications for the county, noted that this voice-to-text technology will assist in communicating with non-English speakers who use the system.

The county stresses that such upgrades, though routine, are crucial for ensuring that emergency responders can act promptly and effectively. Dispatcher Grace Phillip emphasized, “Emergencies can happen unexpectedly, so it’s important to be prepared.”

The good news is that a grant will cover 90% of the initial costs for these enhancements. County taxpayers will be responsible for about $70,000 annually to maintain the new software, which will be included in future budgets rather than as a separate tax.

While it’s not clear how many other counties have adopted similar technology, Vendola-Messer expressed belief that all taxpayers want an efficient 911 system. “It’s essential for public safety,” she added.

The funding for the grant comes from a 911 surcharge included in monthly phone bills. The county board has already accepted the grant and will review the specific spending plans in their meeting on May 19. If approved, the upgrades are expected to be implemented in early 2027.
