The City Council of Fosston, Minnesota, has decided to end its management agreement with Essentia Health due to concerns regarding the operation of the local hospital. This agreement, which was established in 2009, allowed Essentia Health, based in Duluth, to oversee the hospital’s operations while a city-owned organization, First Care Medical Services, retained ownership of the hospital and its license.
In a statement, city officials explained that their legal team believes terminating the agreement is a reasonable decision at this time. They noted, “After a 15-year partnership and observing a consistent decline in healthcare services in our community, the council feels it is time to part ways with Essentia Health.”
The council’s vote on November 26 came after an arbitration panel ruled in September that Essentia had been following the terms of the agreement. The arbitration found that Essentia Health had managed not only the Fosston hospital but also other healthcare facilities in the area according to the agreed guidelines.
In June 2022, Essentia had to relocate its obstetric services from Fosston to its facility in Detroit Lakes due to staffing shortages. In response, the City of Fosston formed a task force, consisting of community members, to help Essentia communicate about the service changes and to find ways to restore obstetric services. However, after several meetings with city and Essentia leaders, the city concluded that Essentia had no plans to bring back obstetric services at the Fosston hospital, leading to further frustrations among local stakeholders.
This move by Fosston City Council marks a significant change in the relationship between the city and Essentia Health, as they seek to improve the availability and quality of healthcare services in the community.
