India-US Economic Strain Intensifies Amid Stricter US Immigration Rules and Trade Fears

New Delhi: A recent decision by the US government to suspend several Indian IT companies from a green card program has sparked a strong reaction from India, emphasizing the growing strain in economic relations between the two nations.

During a news conference on Thursday, US Vice President J.D. Vance referred to foreign tech workers as “foreign indentured servants,” claiming that they are taking jobs away from American workers. This announcement impacted eight companies, including notable Indian firms like Wipro and Infosys, who were suspended from the Permanent Labour Certification Program (PERM). This program is essential for employers looking to sponsor foreign workers for Green Cards.

This development comes shortly after it was revealed that the long-discussed trade deal between the two nations is stalled. The hold-up is partly tied to a potential US tariff on India regarding oil imports from Russia, which has been a contentious issue.

The situation raises critical questions about how these economic challenges might affect the overall relationship between India and the US.

In addressing the immigration issue, Vice President Vance stated, “Everybody here understands the game that is being played; you bring in indentured servants from outside the country, you lay off American workers.” This characterization drew criticism from the Indian Ministry of External Affairs (MEA), which described it as “deeply offensive,” pointing out that such language reflects a painful historical context and does not foster the shared goals of both countries.

As the US gears up for midterm elections, the administration’s rhetoric seems to be aiming at appealing to American voters concerned about job losses to foreign workers. This, however, has significant implications for Indian employees. Poorvi Chothani, a managing partner at a global immigration law firm, explained that the announcement creates uncertainty for those at the affected companies who were in the early stages of the PERM process, potentially disrupting lives and careers.

Compounding these issues, the US is tightening legal pathways for professional workers, contrasting with India’s efforts to negotiate labor agreements with countries like Switzerland to secure legal avenues for its workers.

Trade Relations in Tension

Is the relationship between India and the US reaching a new low due to diverging views on trade and immigration? While the US remains India’s largest export market, this recent green card decision adds tension to an already complicated economic relationship, strained further by ongoing trade disagreements.

Finance Minister Nirmala Sitharaman commented on the faltering trade negotiations, indicating they have reached a “plateau,” with further compromises being “very, very difficult” for both sides. This follows a statement from US Trade Representative Jamieson Greer, asserting that a trade agreement is not imminent, leaving Indian businesses in a state of uncertainty regarding tariffs.

Reserve Bank of India Governor Sanjay Malhotra acknowledged that the failure to finalize a trade deal could negatively impact the Indian economy; however, he suggested that agreements with other nations could mitigate the fallout. The US is pushing for better access to India’s protected agricultural sector while threatening sanctions linked to Russian oil purchases.

Defense and Strategic Ties

While these differing views are troubling, they unfold against a backdrop of deepening strategic and defense ties. External Affairs Minister S. Jaishankar recently described the US as a “lonelier power,” signaling a shift in US foreign policy under the current administration. He noted that the evolving landscape reflects a shift in the US’s approach to international relations.

Despite current tensions, India values its relationship with the US, particularly in defense and technology collaboration. This commitment was evident during a recent six-day visit by US Admiral Samuel J. Paparo, where discussions focused on strengthening security partnerships and maritime cooperation in the Indo-Pacific region.

The MEA has assured that India and the US will continue engaging on a variety of important issues. Yet, the ongoing economic strain raises concerns about whether these challenges will affect other areas of their relationship or if the broader commitment between the two countries can resolve these economic issues in the future. Trade expert Biswajit Dhar emphasized that all these factors may collectively contribute to a cooling of relations with the US.
