New Delhi and Quad Nations Strengthen Humanitarian Response Efforts
New Delhi, September 14 (ANI): As India seeks smoother diplomatic relations with China, the Quad nations—Australia, India, Japan, and the United States—are making headway in establishing a logistics network focused on speeding up humanitarian and disaster relief operations across the Indo-Pacific region.
Recently, a tabletop exercise took place in Tokyo, designed to advance the Quad Indo-Pacific Logistics Network (IPLN). According to a statement from India’s Ministry of External Affairs, the four countries made “significant progress” in developing procedure guidelines aimed at formalizing the network.
The two-day drill, organized by Japan’s Ministry of Defence on September 3 and 4, simulated scenarios of natural disasters. Officials assessed ways to combine logistical resources from each nation, which would improve coordination and effectiveness in emergency situations.
This recent exercise followed the first IPLN tabletop drill in Hawaii last April, as well as a follow-up training exercise in Guam last December. Participants also discussed crisis response and relief strategies, extending their support to areas affected by recent flooding.
The IPLN was first proposed during the Quad leaders’ summit in September 2024, focusing on utilizing existing logistical resources solely for humanitarian assistance and disaster relief.
The Tokyo exercise occurred right after a significant meeting in New Delhi between Prime Minister Narendra Modi and Chinese President Xi Jinping at the BRICS summit, where both leaders aimed to build on recent diplomatic developments. This meeting marked President Xi’s first visit to India in seven years.
During their discussions, Prime Minister Modi stressed the importance of maintaining peace at the border as crucial for restoring normal relations, emphasizing adherence to prior agreements. Meanwhile, Beijing suggested a plan for simultaneous progress in cooperation while resolving border disputes.
Both nations acknowledged the importance of ongoing diplomatic and military communications, referencing recent talks and meetings between their representatives.
While the Quad appears to focus on maritime security, advanced technologies, and humanitarian efforts rather than military alliances, China has criticized it as an exclusive group intent on containment—a view that India has strongly denied.
The completion of the Tokyo drill aligns with a series of defense collaborations between India and its Quad partners.
