China and Indonesia Ministers Gather to Tackle Security and Economic Challenges

JAKARTA: Discussions Take Center Stage as China and Indonesia Strengthen Ties

On Friday, China’s defense and foreign ministers held talks with their Indonesian counterparts, focusing on security, politics, and economic matters. This meeting comes as Jakarta seeks to navigate its relationships with both Beijing and Washington amid ongoing trade disputes and rising tensions in the South China Sea.

China’s Foreign Minister, Wang Yi, who is visiting Jakarta for the first time in two years, met with Indonesian Foreign Minister Retno Marsudi. This engagement included a “2+2” meeting alongside the two nations’ defense ministers. Wang emphasized the importance of this dialogue, noting the complex challenges the world is facing. He called for both countries to “seize the moment” to enhance cooperation.

“The rise of unilateralism and hegemonic actions severely affects global unity and stability,” Wang remarked, highlighting China’s intent to foster high-level collaboration with Indonesia.

The agenda for the talks is expected to emphasize economic collaboration and strengthening political relations. China’s foreign ministry indicated that discussions would also cover political, security, and defense cooperation, alongside regional issues.

Strengthening Military Cooperation

Upon arriving at Indonesia’s defense ministry, Chinese Defense Minister Dong Jun received a ceremonial welcome. During his visit, he emphasized the potential for increased military collaboration, which could enhance both nations’ abilities to safeguard their interests and respond to external threats. “The scope for military cooperation is broadening, improving in quality and effectiveness,” Dong stated.

Indonesian Defense Minister Sjafrie Sjamsoeddin noted that the two countries will ramp up defense activities, which include joint military exercises, officer exchanges, and partnerships in the defense sector. “This marks a progressive step in fortifying Indonesia’s defense capabilities now and into the future,” Sjafrie remarked.

Geopolitical Context and Relations with Taiwan

Last week, Taiwan expressed anger over a joint military exercise conducted by Chinese and Indonesian navies near its territory. Indonesia’s navy clarified that this was part of standard drills that also involved Japan and the United States.

Defense expert Curie Maharani observed that while Indonesia regards the exercise as routine, its location carried a political weight that could be perceived differently by China’s neighboring nations. “Indonesia has gained insights into how major powers use defense diplomacy as a tool for projecting influence,” she explained.

Indonesia also has its own tensions with China regarding claims in the South China Sea, which Beijing asserts almost in full. However, Jakarta has been careful in its statements, aiming to avoid embroiling itself in larger territorial disputes with China and other Southeast Asian nations.

Indonesian President Prabowo Subianto has maintained that the country’s “free and active” foreign policy is one of non-alignment, advocating for positive relationships with all countries, including both China and the United States.

Trade and Investment Dynamics

China remains a significant investor in Indonesia, contributing $3.9 billion in foreign direct investment during the first half of 2023, according to local data. However, there have been regulatory challenges related to some of these investments, creating friction.

In May, Chinese companies operating in Indonesia called on the government to implement more favorable business policies, stating that rising taxes and a new nickel pricing formula were increasing expenditures and jeopardizing investments.

The China Chamber of Commerce in Indonesia highlighted concerns about excessive regulation and reported instances of corruption and extortion faced by Chinese businesses. Key stakeholders in this investment landscape include Contemporary Amperex Technology, the world’s largest electric vehicle battery manufacturer, and the Tsingshan Group, which has nickel smelting operations in Indonesia—home to the globe’s largest nickel deposits.

As China and Indonesia work to enhance their ties, analysts will be closely watching how these discussions unfold, particularly in the context of regional stability and investment climate.
