India Pursues Major Health Insurance Reforms
MUMBAI, Aug 12 — India is considering significant changes to its health insurance system, focusing on creating standard treatment rates and a national claims exchange. This move aims to improve transparency and tackle the high medical inflation that affects many families, with rates currently between 12% and 14% annually, as per industry estimates.
Sources close to the discussions, who spoke anonymously because of the private nature of the talks, noted that these reforms could help standardize pricing and coverage options. A panel made up of regulators, industry leaders, hospitals, and representatives from the Confederation of Indian Industry (CII) is expected to deliver its recommendations by the end of the year.
One source explained, “The plan is to set agreed treatment rates between insurers and hospitals to minimize disputes and prevent fraudulent claims.” Another source added that about 10% to 15% of health insurance claims might be unnecessary or fraudulent.
The Insurance Regulatory and Development Authority of India (IRDAI) is leading this panel, but the authority did not provide comments when approached for details.
Encouraging Health Insurance Investment
India aims for its vast population of 1.4 billion to invest more in health insurance. Currently, health-related spending is under 4% of the country’s gross domestic product, which is lower than the global average of over 7%. To encourage this investment, the government has relaxed restrictions on foreign investments and made reforms to its $130 billion insurance sector.
With more than 40 insurers, including global companies like Lombard, ERGO, and AIG, the health insurance market in India generated approximately ₹1.17 trillion in premiums in the last fiscal year ending March 2025.
This week, lawmakers have called for government action to make private healthcare more affordable. As consumer costs rise, it has become increasingly important for authorities to address health insurance issues.
Standardized Treatments and Claims Process
One of the main goals of the proposed reforms is to establish standardized tariffs and improve billing transparency, which could help control rising costs over time. The committee aims to introduce a common health insurance product that all insurers must provide, ensuring consistency in coverage and pricing for various medical conditions and procedures.
Additionally, a uniform list of eligible treatments could be developed, making it easier for policyholders to understand their coverage. Currently, the wide variety of rates and options often leads consumers to frequently switch policies in search of better deals.
The committee also plans to promote the National Health Claims Exchange, a system created by India’s Health Ministry and the insurance regulator. This platform would facilitate hospitals and insurers sharing claims and billing data in a standard format, allowing for quicker settlements and improved transparency in pricing.
Amit Chhabra, Chief Business Officer at online insurance marketplace Policybazaar, noted, “This common exchange can significantly speed up the process of settling claims at the time of discharge.”
With these steps, India hopes to enhance its healthcare system and make health insurance more accessible for its citizens.
