Coalition Secures US-backed Defense Pact for Ukraine

Brief: The U.K. and France have signed a new agreement to support Ukraine with troops under a future peace deal, backed by security assurances from the U.S. and its allies.

The declaration was made in Paris by leaders from the Coalition of the Willing. It lays out a plan for lasting peace between Ukraine and Russia, adhering to international law and the U.N. Charter principles. This move follows Russia’s major invasion of Ukraine in 2022, which sparked Europe’s most significant conflict since World War II.

Insight: Ukraine’s sovereignty and right to defend itself are highlighted as essential to any future peace arrangement. The agreement emphasizes that Ukraine must be able to safeguard its security, which also contributes to broader stability in Europe and North America.

Once a ceasefire is established, a multinational force will be deployed to prevent further Russian aggression and assist in rebuilding Ukraine’s military. The force will be primarily European-led, with expected support from the U.S.

The Coalition has committed to activate security guarantees once a ceasefire begins, which includes military, diplomatic, and economic support for Ukraine in case of future attacks by Russia. Additionally, the U.S. will lead a monitoring mechanism to oversee the ceasefire, ensuring accountability for any violations.

Coalition members also agreed to continue providing long-term military support to Ukraine, including training and intelligence sharing. A permanent coordination cell involving the U.S., Ukraine, and other coalition partners will be established in Paris to facilitate these efforts.

This declaration was shared at a joint press event with French President Emmanuel Macron, Ukrainian President Volodymyr Zelenskyy, and U.K. Prime Minister Keir Starmer, following discussions that included U.S. officials Jared Kushner and special envoy Steve Witkoff.
