Argentina Launches New Passport Investment Program

Argentina Offers Citizenship to Foreign Investors

BUENOS AIRES: The government of Argentine President Javier Milei announced on Friday a new initiative aimed at attracting foreign investment. The plan will allow foreigners to obtain Argentine citizenship if they invest at least $350,000 in the country.

Despite being the third-largest economy in Latin America, Argentina has been trailing behind Brazil and Mexico in attracting foreign direct investment, as reported by the Organization for Economic Cooperation and Development (OECD).

President Milei, known for his free-market policies, has undertaken significant measures to revive the economy by cutting public spending, deregulating various sectors, and removing trade barriers. These efforts aim to enhance Argentina’s competitiveness and increase the country’s dwindling dollar reserves.

However, some economists, including Marcelo Elizondo, have pointed out that investors are looking for assurances that Argentina’s economic strategies will provide long-term stability.

The newly introduced Citizenship by Investment Program coincides with Argentina Week in Paris and presents two straightforward options for prospective investors. They can either make a non-refundable contribution of $350,000 to the National Treasury or invest $800,000 in a government bond created for this program. Additionally, applicants can include their spouses and children, with lower contributions required for them: $100,000 for spouses and $25,000 for children under 18.

The Argentine government stated that the funds raised through this program will help enhance the country’s fiscal and financial situation. The economy ministry also assured that all investments will undergo a strict evaluation process to ensure transparency, traceability of funds, and compliance with national security measures.

Some analysts have raised concerns about the potential investors this program might attract. Economist Pablo Tigani warned that it could open the door to individuals with questionable backgrounds, including drug traffickers who might be barred from entering other countries.

In the past week, President Milei traveled to Paris for Argentina Week, where he successfully secured investment commitments, including a $10 billion investment in oil and gas exploration in Patagonia from France’s TotalEnergies and a $4 billion investment in a copper project from Swiss mining giant Glencore.

This new citizenship initiative comes shortly after a Supreme Court ruling that lifted restrictions on foreign ownership of rural land, a move that sparked backlash from veterans of Argentina’s 1982 war with Britain over the Falkland Islands, who accused Milei of “selling out” the country.

A protest is scheduled for next week to oppose this change, as opposition leaders attempt to challenge it in Parliament. According to the OECD, Argentina attracted only $3.134 billion in foreign direct investment last year, a small fraction compared to Brazil’s $76.877 billion and Mexico’s $40.871 billion.
