Hamas Closes Gaza Leadership, Yet Arms Hold Steady, Critics Allege

Hamas Dissolves Civilian Government, Opening Door for New U.S.-Backed Administration in Gaza

In a significant development, Hamas announced on Monday the dissolution of its emergency committee that has been managing Gaza’s civilian government. This decision may pave the way for the formation of a new U.S.-backed group to take over civilian responsibilities in Gaza after the recent conflict.

The proposed group, called the National Committee for the Administration of Gaza (NCAG), aims to oversee civilian affairs in the region. Hamas, identified as a foreign terrorist organization by the U.S., has controlled Gaza since it took over in 2007. This announcement follows the group’s involvement in the attack on Israel on October 7, 2023, which escalated into a larger conflict, with Israel insisting that Hamas should have no role in governing Gaza moving forward.

This shift could be a critical test for President Donald Trump’s framework for Gaza and broader diplomatic efforts in the region. A genuine transfer of power might help establish a new administration in the area. However, critics point out that while Hamas may be stepping back from civilian governance, it still controls weapons and security forces, raising concerns about its ongoing influence.

The Board of Peace, associated with Trump’s administration, responded cautiously, emphasizing that their judgments will be based on actions rather than mere promises. The committee has stated it’s ready to start operating when conditions permit.

Despite this move, Hamas has not committed to disarming, a central demand from Israel that is crucial to Trump’s plans for the region. Local political activist Alaa Abo Naddi expressed skepticism, suggesting that Hamas might be trying to stall and questioning whether the group would actually give up its military power.

Bipartisan political analyst Hadeel Oueis believes that this announcement may be more about appearances than real change. She suggested that it could be a message to Trump indicating that Hamas is fulfilling its obligations, shifting some responsibility onto Israel for any further developments.

Several experts view Hamas’s dissolution of its committee as largely symbolic. They argue that real change will depend on whether the new administration can operate freely and effectively, without interference from Hamas’s military apparatus. Key regional players like Egypt, Qatar, and Turkey are believed to be facilitating discussions to move toward a compromise, particularly regarding disarmament.

Israeli Foreign Minister Gideon Sa’ar firmly rejected any notion that Hamas could replicate a model akin to Hezbollah in Lebanon, where a militant group maintains military strength while allowing civilian bodies to administer services. Sa’ar asserted that Israel will continue to insist on the total disarmament of Hamas and all other militant groups in Gaza.

Meanwhile, the United Nations has offered a cautious, yet optimistic response to Hamas’s announcement, welcoming any steps that further the ceasefire and humanitarian efforts in the region. U.N. spokesperson Stéphane Dujarric highlighted the importance of actions that promote peace and the welfare of civilians.

The coming months will reveal if the new committee will genuinely be allowed to function independently in Gaza and if Hamas will relinquish its military authority as well.
