Ports Encouraged to Prepare for Advanced Nuclear Technology

A new report from Lloyd’s Register and the British Ports Association (BPA) is urging ports to start planning for the use of advanced nuclear technology. The document, titled Advanced Nuclear Technology Use Within Port Environments, outlines a practical guide for ports that are considering the integration of nuclear-powered vessels, floating power units, and small modular reactors.

The report specifically looks into three main applications: nuclear-powered ships visiting ports, portable nuclear power units, and small microreactors that could provide energy for port operations and fuel production.

Interestingly, the report highlights that the challenges to adopting this technology are not just technical in nature. It points out that securing regulatory agreements, establishing governance, preparing for emergencies, managing liability and insurance, developing workforce skills, and building public trust are all crucial for the safe and effective use of nuclear technology in ports.

To move forward, ports are advised to incorporate nuclear-related scenarios into their existing marine safety management systems. The paper emphasizes that while current practices for managing hazardous goods and secure operations lay a good groundwork, ports will need to gather additional nuclear-related evidence, expertise, monitoring, and regulatory support.

Moreover, the report calls for collaboration among ports, government bodies, regulators, classification societies, insurers, and developers to clearly define roles and responsibilities in nuclear operations.

Lloyd’s Register and the BPA also suggest that ports engage with regulators early on, evaluate future energy needs, consider grid limitations, and coordinate with all stakeholders before investing significant resources in this technology.

Richard Ballantyne, the chief executive of BPA, remarked, “While advanced nuclear technology may not be the right fit for every port, it is essential for the industry to understand its potential uses and to start addressing the key questions early on.”
