Border State Collectors to Rule on Citizenship Applications Under CAA

New Notification for Citizenship Applications Across Border States

NEW DELHI: The Ministry of Home Affairs has announced that collectors in several border states and Union Territories, including Gujarat, Rajasthan, Punjab, West Bengal, Assam (excluding tribal areas), Tripura (excluding tribal areas), Jammu & Kashmir, and Ladakh, will now serve as the primary authorities for handling citizenship applications. This applies specifically to immigrants from Pakistan, Bangladesh, and Afghanistan who belong to minority religions.

Previously, only specific committees were authorized to review and approve these applications from individuals who are Hindu, Sikh, Christian, Jain, Buddhist, and Parsi. With the introduction of the Citizenship (Third Amendment) Rules, 2026, a new guideline has been established which requires applicants to submit their citizenship requests directly to the local collector. Upon submission, an acknowledgment will be provided electronically.

According to the Ministry’s announcement, collectors will be responsible for verifying all documents submitted with the application. They will conduct necessary inquiries to determine if applicants meet the requirements for citizenship, administer an oath of allegiance, and confirm eligibility based on existing laws.

Those familiar with the previous process indicated that the committees at the district level have been slow in processing applications. By appointing collectors to take charge, officials hope to streamline the process and reduce waiting times.

Moreover, if an applicant does not show up for their interview or to provide their oath after being given ample chances, the application will be denied.

This change aims to make the citizenship application process more efficient and accessible for those seeking refuge in India.
