India-US Trade Deal Progresses Amid Focus on Section 301 Investigations and Minor Hurdles

Negotiations on U.S.-India Trade Agreement Progressing

New Delhi: Commerce and Industry Minister Piyush Goyal expressed optimism on Monday regarding the imminent finalization of the first phase of a bilateral trade agreement (BTA) with the United States. He noted that most key elements have been agreed upon, with discussions currently focusing on minor details.

American trade officials, led by chief negotiator Brendan Lynch, are set to begin three days of talks with their Indian counterparts in New Delhi starting Tuesday.

“Almost everything is finalized,” Goyal stated, reaffirming that U.S. Ambassador to India, Eric Garcetti, previously mentioned that 99% of the agreement’s content is settled. Now, the talks revolve around a few small details—what Goyal referred to as “commas and full stops.”

In early February, both countries announced the framework for the initial phase of this trade agreement. Goyal mentioned that while finalizing the deal, they are considering how changes in U.S. laws will be reflected in the agreement. He is confident that once these discussions are complete, they will be ready to sign the first tranche of the BTA and move on to negotiations for a more comprehensive agreement.

Focus on Tariff Relief

According to officials, a significant aim of the negotiations is to secure relief from Section 301 probes, while ensuring New Delhi can achieve lower tariffs compared to its competitors. The deal is expected to be solidified if the terms are deemed fair and balanced.

There are indications that U.S. Trade Representative Jamieson Greer may visit India once the main aspects of the agreement are settled, suggesting positive momentum in the negotiations.

Concerns Over UK Trade Pact

In discussions related to the U.K., India may reconsider its tariff concessions on Scotch whisky in the upcoming trade deal if Britain fails to address concerns over new steel import regulations. These issues are crucial for implementing the India-UK Comprehensive Economic and Trade Agreement (CETA), signed on July 24, 2025.

U.K. Business and Trade Secretary Peter Kyle is scheduled to meet with Goyal in New Delhi on Tuesday to expedite the FTA negotiations, a priority for both nations.

Efforts to roll out the CETA may face challenges unless these concerns are resolved. Starting July 1, 2026, the U.K. will restrict tariff-free steel imports, reducing quotas significantly, with any excess imports facing a steep 50% tariff.

Economic analysts at GTRI predict that India’s exports valued at $775 million to the U.K. could be affected by the U.K.’s introduction of a carbon tax on products like steel and aluminum beginning in 2027. Goyal has previously raised concerns about this tax and suggested that India might retaliate if the U.K. moves forward with its plans.
