Israel and Lebanon Begin U.S.-Mediated Military Talks
On Friday morning, military representatives from Israel and Lebanon gathered in Washington, D.C. for talks facilitated by the Pentagon. This new initiative aims to improve security collaboration and prevent future conflicts along the Israel-Lebanon border, following a fragile ceasefire established in mid-April.
A State Department official emphasized that “lasting peace can only be achieved through direct talks between the two nations.” The discussions mark a significant turn towards military cooperation, concentrating on ceasefire enforcement, border stability, and the Lebanese Armed Forces’ role in managing Hezbollah.
These talks come after a ceasefire reached amidst broader regional tensions related to the U.S.-Iran conflict. While large-scale violence has decreased, Israeli operations in southern Lebanon continue, and Hezbollah still poses a threat with its drone and rocket capabilities, keeping tensions elevated.
The ceasefire was extended in mid-May for an additional 45 days, creating urgency for both sides to demonstrate progress. Analysts highlight a critical challenge: whether Lebanon can effectively manage Hezbollah’s military power without jeopardizing its own stability.
Ahmed Sharawi, an analyst with the Foundation for Defense of Democracies, noted that this is the first meeting focusing on military collaboration since negotiations began. Representing Lebanon, Lebanese Armed Forces Commander Gen. Rodolphe Haykal has previously commanded in regions where Hezbollah is strong. Discussions are expected to center on deconflicting military operations and the LAF’s expectations regarding Hezbollah disarmament.
Sharawi cautioned that prospects for a broader agreement remain dim as long as Hezbollah retains significant arms and influence in Lebanon. “The Lebanese state has yet to present a viable plan to disarm Hezbollah,” he stated.
He also pointed to the complexity of Hezbollah’s support among the Shiite community, which complicates any normalization efforts with Israel and raises concerns about potential civil conflict in Lebanon.
These talks have commenced as Israeli Prime Minister Benjamin Netanyahu indicated that Israel intends to keep military pressure on Hezbollah, despite negotiations. Sharawi mentioned that the current U.S. administration seems committed to advancing this dialogue as part of a larger strategy to diminish Iranian power in the region.
Despite some optimism for change, Israeli analysts are cautious, viewing the talks more as a strategic message to Hezbollah rather than a breakthrough. Yossi Kuperwasser, from the Jerusalem Institute for Strategy and Security, highlighted that although the Lebanese government lacks a monopoly on force, these discussions signify a preparation to unite against Hezbollah.
Kuperwasser noted that public sentiment in Lebanon is shifting, with many viewing Hezbollah as a source of suffering rather than a protector. He expressed concerns that military action against Hezbollah might ignite further civil unrest in Lebanon, a fear that influences the government’s decisions.
As these negotiations unfold, critics of the Israeli government suggest that the approach focuses more on containment than decisive victory. Netanyahu reaffirmed Israel’s military actions across various regions in Lebanon during a recent visit to the northern front.
In the midst of these tensions, Lebanon’s leadership is navigating the pressure from the U.S. while managing fears of internal discord and sectarian strife. There has been no immediate response from either the Israeli or Lebanese embassies regarding the ongoing discussions.
