Chinese Fishing Tactics Heighten Tensions in Taiwan’s Waters

Large Gatherings of Chinese Fishing Boats Raise Concerns in East China Sea

KAOHSIUNG, Taiwan: Last Christmas Eve, satellite images showed an unusual sight in the East China Sea: thousands of Chinese fishing vessels forming long lines and staying in one place for a long time. This pattern was spotted again just two weeks later.

Experts from a geospatial analysis firm were the first to notice two major groupings of around 1,400 and 2,000 fishing boats. Nearby cargo ships had to change their routes or navigate carefully around these stalled vessels, which had stopped their usual fishing activities. Analysts suspect this behavior is a “gray zone” tactic, intended to challenge maritime norms without direct military action.

Defense expert Holmes Liao, who advises the Taiwan Space Agency, suggested that the U.S. Navy might need to view China’s fishing fleet as more than just civilian boats. “If these vessels are under military command, their legal status may be questioned,” he stated.

Liao believes Taiwan should step up surveillance by using drones or air patrols over these fishing fleets to assert its presence. “Taiwan has been too cautious in responding to China’s moves,” he remarked. “These vessels may appear harmless, but they’re part of the People’s Liberation Army’s maritime militia.”

Reports from the U.S. Department of Defense describe this militia as a state-organized force that supports China’s navy and coast guard.

Previously, incidents involving swarms of Chinese fishing boats have been noted in the South China Sea, often near disputed territories. Recently observed mass formations highlight a growing scale of this maritime militia.

Fishing boats are relatively cheap and abundant, which complicates navigation and poses risks for commercial shipping. Their civilian appearance allows China to downplay incidents involving these vessels, framing them as uncoordinated actions.

Taiwan’s waters are increasingly treated as high-risk areas by shipping firms. Security analyst Sasha Chhabra warned that if a conflict arises, the presence of civilian fishing boats could lead to dangerous situations. “In past conflicts, China has used civilian vessels as bait, but such strategies would not work against a power like the U.S. Navy,” he said.

The cumulative pressure exerted by Chinese fishing boats could hinder Taiwan’s maritime activities, creating obstacles for global trade. Encounters between Taiwanese and Chinese fishing vessels are already becoming more frequent in contested areas, putting further strain on relations.

Taiwan’s main ports are vital for the island’s economy. For example, the port of Kaohsiung handles significant amounts of energy and chemical shipments. Any instability in these waters could ripple through international supply chains.

Jason Wang, CEO of ingeniSPACE, highlighted that even though Taiwan excels in technology, China is advancing in space capabilities. He emphasized that understanding maritime activity is crucial for Taiwan’s defense strategy. “Intelligence is vital for maintaining deterrence,” he noted.

Experts believe that maintaining control over maritime spaces today relies not just on military vessels but also on the significant impact of seemingly innocuous fishing boats.
