Vilas Dhar and The Patrick J. McGovern Foundation’s Mission in AI

Vilas Dhar serves as the President of the Patrick J. McGovern Foundation, a prominent American charity with a notable commitment to enhancing public welfare through artificial intelligence (AI). With assets of $1.5 billion, the foundation stands out as one of the key supporters of AI initiatives aimed at benefiting society, having allocated over $500 million to various projects.

Dhar has played a significant role in global conversations regarding the governance and ethical deployment of AI. He was a member of the United Nations Secretary-General’s High-Level Advisory Body on AI, which was set up to create a worldwide framework for managing AI development in alignment with human rights and sustainable development goals.

Additionally, he represents the U.S. in the Global Partnership on AI and provides guidance to esteemed educational institutions like the Stanford Institute for Human-Centered AI and MIT Solve. Dhar holds a Master’s in Public Administration from Harvard Kennedy School and dual bachelor’s degrees in Biomedical Engineering and Computer Science from the University of Illinois Urbana-Champaign.

In a recent interview, Dhar shared insights on ethical AI, the potential and risks it poses, the strategic grant-making of his foundation, and the necessity for open dialogue to foster responsible AI development.

An Overview of the Foundation

Dhar described the foundation’s core belief that technology should enhance human well-being rather than solely focus on profit. The foundation prioritizes developing AI solutions that address public issues rather than just adding more tech companies. It aims to build social resilience in the face of rapid technological change.

Every year, the McGovern Foundation invests about $75 million into around 150 projects worldwide, tackling challenges in health care, climate change, digital rights, education, governance, and more. The foundation’s approach includes funding non-profits to adopt AI for public purposes, engaging with policymakers, and fostering institutions that can support AI capacity development.

Commitment to AI for Social Good

Dhar emphasized the foundation’s role as a developer of AI solutions and a provider of consulting services to non-profits aiming to utilize AI for their missions. Known for its innovative approach, the foundation combines grant making, product development, and policy advisory to address societal problems in a rapidly evolving technological landscape.

He noted three main aspects of their work: direct deployment of technology, capacity building to help others use AI effectively, and establishing governance frameworks ensuring accountability and transparency.

Highlighting Notable Projects

When asked about projects funded by the foundation, Dhar mentioned a strong commitment to AI safety and collaboration with organizations like OpenAI to create responsible AI frameworks. Among various initiatives, the foundation supports Climate TRACE, which leverages satellite data to monitor greenhouse gas emissions. Other significant projects include Audere, which utilizes AI to enhance the accuracy of health diagnostics in low-resource settings, and WattTime, which tracks carbon emissions to help source cleaner energy.

The foundation also empowers journalists through the Online News Association’s AI Initiative, ensuring that new AI tools strengthen trust in media.

Advancing Data for Public Good

Dhar asserted that the future of data relies on making valuable datasets accessible for public use. He emphasized that AI must be harnessed to enhance democracy and serve societal needs rather than serve commercial interests.

He cited projects like Climate TRACE as examples of how open data can facilitate global efforts in tracking environmental issues.

Addressing AI’s Challenges

Dhar outlined key concerns regarding AI, including the concentration of power among a few entities, inadequate governance mechanisms, and the gap between policies and their practical execution. He sees the need for varying AI models across different regions, highlighting the importance of an open AI model emerging from India.

Ethical AI and Its Importance

For Dhar, ethical AI begins with recognizing the system’s limitations. He emphasized that ethical principles should translate into actionable guidelines, particularly in how AI intersects with community well-being. He advocates for companies to embrace a more significant moral responsibility regarding the impact of their technologies.

Focusing on India’s Potential

Dhar pointed out India’s unique opportunity to lead in AI investment as a civic infrastructure. With its diversity and commitment to public innovation, he believes that India can develop AI tools that better serve its population. He highlighted successful initiatives in health and agriculture as indicators of the potential for rapid AI adoption in the country.

The Future of AI

Looking ahead, Dhar envisions AI transforming community health and urban planning by integrating local knowledge into technological solutions. He described himself as optimistic about the ongoing technological transformation, emphasizing the need for thoughtful use of these tools.
