France’s Proposal May Renew UNIFIL Mission Amid Ongoing Challenges

U.S. Weighs Controversial UN Resolution Supporting Lebanon’s Security

The United States is considering a contentious United Nations Security Council resolution that some critics argue could strengthen Hezbollah, the Iran-backed militant group. This resolution, penned by France, aims to extend the mission of the United Nations Interim Force in Lebanon (UNIFIL) for another year without a definitive end date. The draft emphasizes that the goal is for the Lebanese government to become the sole provider of security in southern Lebanon, provided it maintains control over all Lebanese territory.

On September 1, 2024, UNIFIL’s mandate is set to be renewed. The draft acknowledges the recent reduction in hostilities but also calls out Israel for its actions against Hezbollah near the border. It highlights the need for both Israel and Lebanon to uphold the ceasefire agreement established last November. Additionally, the draft urges Israel to withdraw from its remaining positions in Lebanon and encourages it to actively participate in diplomatic efforts to clarify the border with Lebanon.

The resolution also emphasizes backing the Lebanese Armed Forces to eliminate unauthorized armed groups, particularly Hezbollah, in the area between the Blue Line and the Litani River. Critics are concerned that the draft may legitimize a system that has failed to curtail Hezbollah’s influence since the Second Lebanon War in 2006, when UNIFIL was tasked with preventing the group’s military activities.

Concerns about renewing UNIFIL’s mandate have been voiced by experts, including a policy analyst from the Jewish Institute for National Security of America (JINSA), who urges the U.S. to veto the resolution. They argue that UNIFIL has not fulfilled its mission to limit Hezbollah’s military capabilities despite its long-standing presence in Lebanon.

Hezbollah has reportedly expanded its arms arsenal in the years following the resolution’s passing, becoming increasingly involved in the regional conflict after Israel uncovered extensive tunnel networks used by the group. The UN’s inability to contain Hezbollah’s growth has led to calls for reform or a rethink of the decades-old peacekeeping mission, which has been viewed by some as ineffective.

As the deadline for the resolution approaches, it is still uncertain how the U.S. will decide to vote or whether it will push for amendments to the French proposal. The situation remains fluid, with various stakeholders monitoring the developments closely.
