WHO EMRO Celebrates International Day of Older Persons

1 October 2024, Cairo, Egypt – Today marks the annual observance of the International Day of Older Persons, with this year’s poignant theme underscoring a critical need: "Ageing with Dignity: The Importance of Strengthening Care and Support Systems for Older Persons Worldwide."

As the sands of time slip through our fingers, one undeniable trend remains: people are living longer. Yet, with each passing year, the journey of aging reveals the unvarnished truth — older individuals often grapple with intricate, chronic health issues. The labyrinth of healthcare demands an intricate ballet of coordination that spans the various tiers of health and social support, a complexity that starkly contrasts with the experiences of their younger counterparts.

However, here’s the paradox: even as lifespans extend, longevity does not guarantee vitality. There exists a pressing demand for high-caliber, affordable, and equitable healthcare that empowers every individual—regardless of age, geography, or circumstance—to truly embrace their extended years. A clarion call for robust care and support systems tailored to the unique needs of older populations echoes louder than ever.

A recently released WHO study reveals a sobering statistic: individuals aged 60 and older consistently face unmet healthcare needs, whether they dwell in affluent nations or developing regions. The call for preventative and promotive care is essential, encompassing access to vital information, skills, and tools requisite for self-care — a lifeline for maintaining health and well-being.

The UN Decade of Healthy Ageing progress report (2023) paints a concerning picture: a mere 25% of nations possess the resources to deliver integrated care that addresses the diverse needs of older adults. Alarmingly, only one-third can summon the capability to implement long-term care strategies. In low-income countries, where informal caregiving is the norm, a scant 16% provide training for informal caregivers, highlighting a significant gap. Furthermore, less than 60% of responding countries have woven long-term care into the national competency frameworks for geriatric care workers, underscoring an urgent need for systemic reform.

The UN Decade of Healthy Ageing (2021–2030) envisions a revolutionary shift in care delivery, pivoting towards a model that is not only person-centered but is also integrative, responsive, and tailored to the real needs of older individuals.

The World Health Organization (WHO) plays a pivotal role in this transformative journey, championing the integration of long-term care into universal health coverage and ensuring that countries understand the myriad benefits of such changes.

WHO’s recommendations for a compassionate continuum of care are clear:

  • Person-Centered Approach: Care must be designed around the individual, prioritizing their needs, preferences, and aspirations.
  • Interdisciplinary Integration: Seamless access to a comprehensive suite of healthcare services is essential, ensuring that no one gets disoriented in the healthcare maze.
  • Healthcare and Social Care Synergy: It is vital that individuals can effortlessly navigate between short-term and long-term care, whether in clinical settings, care facilities, their local communities, or the sanctuary of their homes.
  • Support for Caregivers: Recognizing and uplifting the essential role of caregivers, particularly informal caregivers — many of whom are women — fosters equity and well-being.
  • Governance and Accountability: National governments, in collaboration with local authorities and civil society, must uphold a commitment to delivering adequate care.

Focusing on this integrated continuum of care isn’t merely an act of compassion; it’s a strategic investment that will resonate across all age groups, positioning it as a cornerstone of universal health coverage accessible to all, everywhere.
