UK, France, and Germany Unite to Impose Sanctions on Iran for Nuclear Breaches

Europe Moves to Reinstate Sanctions on Iran

The United Kingdom, France, and Germany have started the process to reintroduce strict sanctions on Iran due to its serious breaches of nuclear agreements. This step, taken on Thursday, involves notifying the president of the United Nations Security Council about their intention to activate the “snapback” sanctions mechanism established in the 2015 nuclear deal, known as the Joint Comprehensive Plan of Action (JCPOA).

This action follows a series of warnings from European leaders and longstanding concerns from the U.S. dating back to 2018. Iran was found to be in violation of the JCPOA, although its non-compliance became evident from 2019, according to reports from international nuclear inspectors.

A U.K. official stated that the decision to enforce these sanctions was not made lightly. Intense diplomatic discussions over the past year highlighted three main issues: Iran’s uranium stockpile levels, its operation of advanced centrifuges, and its failure to follow international inspection rules set by the JCPOA. As of May, Iran reportedly had around 20,000 pounds of enriched uranium, including 900 pounds of highly enriched uranium, which exceeds the agreed limits significantly.

Should these sanctions be reinstated, all 15 members of the United Nations Security Council could be legally compelled to act within the next 30 days.

A Chance for Compliance

In Washington, the head of the U.N.’s nuclear watchdog, the International Atomic Energy Agency (IAEA), remarked that Iran has time to avoid sanctions if it complies. IAEA Director General Raffael Grossi indicated that while compliance is essential, there remains hope for a positive outcome.

The E3, along with the U.S., has outlined clear steps Iran must take to prevent sanctions, including granting access to nuclear sites and engaging in direct talks with the U.S.

However, Grossi also pointed out that it is challenging for Iran to meet compliance standards given its advanced nuclear capabilities. Concerns have been raised about the whereabouts of highly enriched uranium, which analysts believe could be enough for about ten nuclear warheads. Despite recent strikes on Iran’s nuclear sites, Grossi stated there is no evidence that Iran has moved its uranium to undisclosed locations.

Potential Retaliation from Iran

Iran has warned of possible retaliation if sanctions are enacted, though the specifics of such actions are not clear. In recent years, Tehran has cultivated closer ties with Russia and China, both of whom have opposed additional sanctions.

Despite this alliance, Russia and China, as permanent members of the U.N. Security Council, cannot stop the sanctions alone due to a unique mechanism written into the 2015 agreement. This process allows for sanctions to be reinstated even if some members object, which highlights a notable shift in traditional U.N. procedures.

In summary, the E3 nations are moving forward with actions against Iran as nuclear tensions rise, but the path ahead relies on compliance and diplomatic efforts to avoid further escalation.
