As the new school year begins, the nonprofit Consortium for School Networking (CoSN) has released a helpful, free guide aimed at assisting school districts in managing the increasing number of state and local rules about screen time and technology usage in classrooms.
While the full guide is accessible only to CoSN members, a free executive summary is available. This summary covers important topics like the new requirements in different states, definitions of various technology uses, and how these guidelines should adapt from early childhood to high school.
Several states, including Alabama, Iowa, Tennessee, and Utah, have implemented new regulations this year. Some of these rules require districts to create written policies on technology use, set specific time limits for screen time, or develop guidelines on topics like lesson usage, artificial intelligence, and age-appropriate practices.
CoSN notes that the lack of uniformity in these requirements, along with varying deadlines, can be challenging for already struggling schools. This guide aims to support districts in complying with demanding screen time regulations and help them communicate effectively with state authorities about their current capabilities.
The report emphasizes three key principles for districts to consider when forming their technology policies: ensuring that policies are focused on learning, safeguarding online student protection, and tailoring policies to meet the unique needs of the community.
Additionally, the report addresses challenges related to technology use, including the need for parental oversight, exemptions for assistive technology, and potential problems caused by strict limitations on educational tech. The full report includes adaptable materials, such as sample policy language and templates for communication with families and staff.
