Delhi’s Shift to Electric Vehicles Aiming to Combat Pollution
In a wealthy part of Delhi, electric vehicle (EV) charging stations buzz with activity as drivers recharge their electric scooters, trucks, and cars. However, drivers are expressing concerns that the city needs more charging facilities to support an ambitious plan to reduce gas vehicles in one of the world’s most polluted urban areas.
Shyam Singh, a marketing executive and proud owner of an electric scooter, voiced his frustration, stating, “Charging points aren’t sufficient yet.” He added that for long-distance trips, the current battery range of EVs falls short.
Bold Moves for Electric Vehicles in Delhi
Starting July 1, Delhi introduced a new policy aimed at converting most newly registered vehicles to electric by 2027. While gas-powered cars won’t be outright banned, their numbers are expected to drop significantly in the coming years.
Experts view this initiative as one of India’s most ambitious EV policies, set to greatly enhance air quality and reduce pollution. The policy includes incentives like subsidies for EV purchases, waivers on registration fees, and plans to expand the charging network, particularly focusing on two- and three-wheelers, which make up nearly 70% of the vehicles in the city. From 2027, any newly registered three-wheeled vehicles and small trucks will be required to be electric, with a similar mandate for two-wheelers in 2028.
Currently, only about 5% of the 8.7 million vehicles in Delhi are electric. However, EV registrations soared in the past year, with over 100,000 new registrations, mostly for two- and three-wheelers. Gas-powered vehicles and larger trucks will still be allowed for now.
The plan is expected to cost around 150 billion rupees (approximately $1.5 billion), offering cash incentives of up to 50,000 rupees ($522) for new EV buyers and 100,000 rupees ($1,044) for those disposing of old gas vehicles.
Jaideep Saraswat from the Vasudha Foundation commended Delhi’s policy, saying, “It’s one of the most ambitious policies I’ve seen in India.” He emphasized that the deadlines set by the government signal to manufacturers and customers that change is on the horizon.
While other Indian states like Maharashtra and Karnataka have offered incentives for electric vehicle adoption, Delhi stands out as the first to commit to a phase-out of gas-powered vehicles.
Potential for Pollution Reduction
Heavy air pollution in Delhi often leads to school closures and emergency health measures, particularly in winter. Vehicles contribute to about 25% of this pollution, with two- and three-wheelers accounting for nearly half of the city’s vehicular emissions.
Ruchita Shah, an analyst at Ember, notes that electric vehicles comprised approximately 12.7% of new vehicle sales in Delhi during the last financial year, outperforming the national average of 8.3%. The policy is notable for its strict deadlines linking subsidies to the phase-out of certain vehicles, which experts believe will help improve air quality over time.
Sunil Dahiya, founder of Envirocatalyst, highlighted the importance of transitioning to cleaner vehicles for reducing public exposure to emissions, although he noted that benefits will take time to manifest as existing vehicles remain in use.
Challenges Ahead: Charging Infrastructure
Many gas scooter owners feel it’s not yet the right time to switch to electric. Siddhant Jha, a 22-year-old software engineer, expressed concerns about the durability of EVs compared to his current bike, especially during times of heavy rain that could damage electrical components. “I prefer to wait a few years for better options,” he stated.
Shah mentioned that the success of this new policy hinges on building a robust charging infrastructure and sourcing greater amounts of renewable energy for charging. Currently, most vehicle charging occurs at night when solar power isn’t available, increasing reliance on fossil fuel plants.
Improving the electricity grid is also crucial to accommodate the anticipated surge in demand for EV charging, especially for buses and higher-capacity vehicles, according to Dahiya.
Looking Ahead
Dahiya recommends implementing battery storage at charging stations and introducing pricing models that encourage charging during periods of abundant renewable energy. The next steps for Delhi will involve collaborating with neighboring states to decarbonize the electricity grid and electrify public transport.
As Saraswat optimistically remarked, “Imagine a winter where there’s no smog or pollution. It’s a future we’ll all welcome.”
