Nigerian Lawyer Appointed to Lead World Bank Compliance Ombudsman

Ibrahim James Pam, a prominent Nigerian lawyer and expert in anti-corruption, has been appointed as the Acting Director-General of the World Bank Group’s Compliance Advisor Ombudsman (CAO). This role, which will officially begin on August 2, 2026, comes after the appointment was approved by the World Bank Group’s boards.
Currently serving as the Chair of the World Bank Inspection Panel, Mr. Pam will oversee the CAO temporarily while a permanent Director-General and Vice President for the Independent Accountability Mechanism is selected. This transitional appointment ensures the continuity of leadership within the organization during this critical period.
Emily Horgan, Head of Communications for the Compliance Advisor Ombudsman, shared, “In light of the upcoming transition at CAO, the World Bank Group Boards have designated Ibrahim Pam to concurrently serve as acting CAO Director General.”
The CAO functions as an independent body responsible for addressing complaints related to projects financed by the International Finance Corporation (IFC) and the Multilateral Investment Guarantee Agency (MIGA), both part of the World Bank Group. Established in 1999, the CAO also fosters accountability concerning environmental and social issues.
Mr. Pam has a rich background in international law and has made significant contributions to anti-corruption efforts, human rights, and criminal investigations. He is the son of notable figures in Nigeria’s military and human rights advocacy, which adds to his distinguished background.
His previous experience includes vital roles at the Green Climate Fund and the United Nations Office of Internal Oversight Services, where he conducted investigations in South Sudan. He has also offered legal support to Nigeria’s Human Rights Violations Investigation Commission, gaining recognition for his contributions to institutional integrity.
Pam holds a law degree from the University of Jos and has benefited from prestigious scholarships, including the Chevening Scholarship, which allowed him to earn a master’s degree from the London School of Economics.
With this new appointment, the World Bank Group aims to strengthen its framework for accountability and governance, benefiting from Mr. Pam’s extensive expertise in compliance and international justice. His leadership is expected to play a pivotal role in ensuring the organization remains committed to upholding the highest standards of accountability going forward.
