Congress presses Piyush Goyal for clarity on U.S. Bill proposing complete tariff on India’s Russian oil imports

Congress Seeks Clarity from Commerce Minister on Proposed U.S. Tariffs

On Wednesday, July 15, 2026, the Congress party called on Commerce and Industry Minister Piyush Goyal to shed light on the Indian government’s stance following a bipartisan group of U.S. senators’ introduction of a Bill that proposes imposing 100% tariffs on imports from India and four additional countries due to their ongoing purchases of Russian oil.

The legislation, led by the late Republican Senator Lindsey Graham, suggests punitive tariffs against India, China, Slovakia, Hungary, and Azerbaijan. Interestingly, it exempts 15 European nations, arguing that their imports of Russian gas only make up a minor portion of their energy needs and that they are actively working to reduce their reliance on Russian resources.

Pawan Khera, chairman of the Congress media and publicity department, expressed concern over the government’s reaction to this situation, urging Mr. Goyal to clarify the potential impacts on India.

Khera emphasized the seriousness of the proposal, stating, “These are not just House Democrats; these are Republican senators, supported by former President Donald Trump, who are demanding 100% tariffs on India and four other countries for the purchase of Russian oil.” He criticized the government for what he termed the “humiliation” of India through this threat of sanctions.

Should the Bill be passed, it would represent a significant move, marking the first time the U.S. Congress has officially authorized tariffs as a means of addressing geopolitical tensions, particularly targeting nations perceived as supporting another country’s military activities.
