City Council Speaker Calls Out NYC’s Response to Upper East Side Legionnaires’ Disease Outbreak: Here’s the Story.

Rising Legionnaires’ Disease Cases Spark Criticism in NYC

As cases of Legionnaires’ disease climb on Manhattan’s Upper East Side, New York City Council Speaker Julie Menin is expressing her concerns about Mayor Zohran Mamdani’s management of the outbreak.

Current Situation on the Outbreak

The latest reports show there are 59 confirmed cases of the disease, with no fatalities, though 15 individuals remain hospitalized while 33 have been released. The New York City Department of Health has confirmed that all 31 buildings in the affected zip codes—10128, 10028, and 10075—have been cleaned and their cooling towers drained after testing positive for Legionella bacteria.

In a separate but unrelated matter, an Upper West Side building underwent independent testing of its hot water, as noted by Health Commissioner Dr. Alister Martin. He assured that this building does not have a cooling tower, which is often linked to such outbreaks.

On Monday evening, city officials held a second virtual town hall to discuss the Upper East Side outbreak, health risks, and what vulnerable populations should do.

Menin emphasized the need for clearer public guidance. “I urge you to share information on the outbreak’s epicenter so the community can be informed. My concern is that we lack preventative advice,” she stated.

Dr. Martin reassured residents that using showers, air conditioners, and drinking water is safe during this outbreak.

Calls for Action on Health Department Oversight

Back in May, the Mamdani administration implemented a new law requiring building owners to test for Legionella every month. They even hired 23 new water ecologists and allocated an additional $13 million for health inspections.

However, Menin criticized City Hall for not enforcing this law effectively. “The Health Department’s response has been lacking,” she remarked. “Many buildings are non-compliant, and no fines have been issued. This is very concerning.”

In response, a spokesperson for the Health Department emphasized their efforts in combating the outbreak. They noted that over 180 cooling towers had been tested in the area, and any showing a positive result had been ordered to disinfect completely.

Understanding Legionnaires’ Disease

Officials clarify that you don’t need to live in a building with a contaminated cooling tower to be at risk. The disease is not contagious between people, and so far, there is no evidence linking the outbreak to plumbing problems; thus, it’s safe to drink and bathe in the water in the affected buildings.

Legionnaires’ disease symptoms can resemble the flu. Residents who experience flu-like symptoms and were present in the area in late June should consult with their doctors.

In this challenging time, city officials continue to work towards ensuring public safety and providing necessary information to residents.
