Is the Quad Losing Its Edge?

Quad Foreign Ministers Meeting in New Delhi: Significance and Future Outlook

Recently, the foreign ministers of the Quad nations—India, the US, Japan, and Australia—gathered in New Delhi, highlighting the grouping’s ongoing relevance. Among the attendees was US Secretary of State Marco Rubio, sparking discussions about the Quad’s future, especially in light of rising tensions with China and shifting American priorities.

Is the Quad Still Relevant?

On paper, the Quad seems relevant. However, it faces challenges regarding its existence and purpose. The Quad began its journey in 2007 initiated by Japan, but by 2008, doubts emerged, particularly from then-Australian Prime Minister Kevin Rudd, who worried that confronting China would impact Australia’s economic interests since China was a major trading partner. This led to a period of stagnation for the grouping.

Interest waned until later when Prime Minister Julia Gillard renewed ties with the US. Under President Obama, the Quad gained momentum again with joint military exercises, setting the stage for naval operations like the Malabar exercises involving India.

The group’s focus shifted towards strategic security, a transition that China often criticized, claiming it aligned with its own concerns about the Quad’s intentions. Under President Trump, the Quad saw revitalization as the US aimed to counter China’s growing influence in the Indo-Pacific region. This led to the first leaders’ summit in 2021, with several others following.

However, recent global tensions and policy shifts have led to a slowdown in Quad activities. Even Trump appears to be softening his stance towards China, particularly after China’s maneuvering in global markets prompted the US to reconsider its aggressive policies.

India’s Balancing Act

For India, the Quad holds symbolic significance and has emerged as an important diplomatic platform, particularly post the 2020 Galwan clash with China. While India’s economic ties with China remain strong, strategic concerns are paramount. The recognition that China is more aligned with Pakistan in military matters complicates India’s position.

While the Quad may not intervene directly in a potential conflict, it offers India psychological support and assures its allies’ backing in a larger crisis.

What Does the Quad Offer India?

The potential benefits of the Quad extend beyond military cooperation. For India, strengthening ties with Australia, Japan, and the US is crucial—not just for countering China, but also for economic opportunities. Closer ties have made agreements like uranium exports from Australia more possible, and discussions on rare earth minerals have become vital given India’s own substantial reserves.

As the Quad evolves, it could facilitate technology exchange and investments, benefiting India while also helping the US reduce its reliance on China.

Economic vs. Military Focus

An interesting shift within the Quad is its potential move towards being more economically focused rather than strictly military. Over time, the grouping might expand to include other countries, fostering a broader regional partnership beyond its current members.

Although the Quad is not actively engaging in military exercises now, cooperation in technology, trade, and infrastructure remains significant. By doing so, the Quad avoids the appearance of being an anti-China military alliance while still addressing strategic and economic needs.

The Role of the US

The US has historically played a crucial role in the Quad, with both Obama and Biden viewing it as a method to counter China. However, under Trump’s second term, there have been signs of a softer approach towards China, which could impact the Quad’s effectiveness.

If the US loses interest or commitment to the Quad, it could become inactive, failing to meet its original objectives. For the Quad to thrive, it is essential that the US maintains its leadership role. The future success of the Quad will hinge not only on China’s actions but also on the sustained interest of the US.

In summary, while the Quad faces challenges, its evolution presents opportunities for greater economic and strategic partnerships among its member nations, especially for India.
