School Districts Face Challenges in Selecting Student Information Systems

As student information systems (SIS) play a crucial role in school operations—covering enrollment, attendance, scheduling, reporting, and communication—many school districts are encountering difficulties. Issues often stem from unclear processes, disconnected applications, and vague integration needs. It’s designed for CIOs, IT leads, procurement teams, and education administrators to ensure that SIS choices align with operational needs and long-term goals.

Mark Maby, a principal research director at Info-Tech, emphasizes the importance of clarity: “Choosing a vendor before clearly defining your operational processes and requirements makes SIS selection much harder. Without understanding your needs, districts risk selecting a platform that seems impressive in demonstrations but face challenges when it’s actually put to use.”

The blueprint signifies that SIS implementation is becoming increasingly challenging due to rising expectations around compatibility, security, analytics, parental engagement, and compliance with state or provincial reporting. Many educational environments still rely on outdated systems, complicating the assessment of what a new SIS should support.

Info-Tech’s Three-Stage Framework for SIS Selection

The Select a Student Information System for K-12 Education blueprint lays out a three-phase approach to help schools evaluate their SIS needs, identify suitable vendors, and manage the procurement process effectively:

  1. Phase 1: Define the SIS
    School leaders and stakeholders pinpoint key business processes, assess current applications, map data flows, gather organizational requirements, and rank necessary features. This phase ensures that the SIS selection process aligns with the school’s goals.

  2. Phase 2: Understand the Market and Select Vendors
    The project team reviews the SIS landscape, determines must-have features, evaluates vendor strengths, and shortlists candidates for formal procurement. This structured approach helps streamline the evaluation process while focusing on vendors that best meet their needs.

  3. Phase 3: Engage and Finalize Selection
    Organizations prepare requests for proposals (RFPs), conduct structured vendor demonstrations, set evaluation criteria, and score vendor responses based on operational, technical, financial, and usability needs. This final phase ensures a well-supported decision regarding SIS selection.

By following these guidelines, school districts can effectively address operational and financial aspects of SIS selection and implementation. The blueprint also underscores that a significant portion of SIS investment may go toward implementation, integration, and training, highlighting the need for proper planning and stakeholder coordination.
