Embracing Technology in Education: A Journey Through Change

Futurist Alvin Toffler once referred to technology as “the great growling engine of change.” Nearly fifty years later, this engine continues to roar, leaving a significant impact on education.

The conversation around technology’s role in education gained momentum after the Soviet Union launched Sputnik in 1957 and sent the first human into space in 1961. In a speech at the TASA | TASB Convention in 1962, then-Vice President Lyndon B. Johnson highlighted the urgent need for public education to prepare young individuals with the "skills necessary to master the demands of an ever-more complex world." Texas Governor John Connally echoed this sentiment, calling for fresh approaches to education to meet the needs of a technological era.

Today, similar calls for reform are still relevant. Public schools strive to keep pace with rapid technological advancements, yet just as soon as one tool is mastered, a new one comes along. This ongoing evolution poses significant challenges, especially since funding for resources and training often falls short.

From the beginning, TASB has taken steps to help schools navigate these tech challenges, incorporating new technology to improve service delivery. Reflecting on TASB’s 75-year history reveals numerous pivotal developments in educational technology, underscoring one constant: change.

Supporting Schools in Adapting to Technology

In 1989, the Texas Legislature funded technology in public schools, an opportunity that TASB was quick to champion. “We actively promoted the Long-Range Plan for Technology in schools, part of our legislative agenda,” shared Karen Strong, who led TASB Communications for over three decades. Early initiatives included the Texas Learning Technology Group and an early connection to TENET, an email network for educators in Texas.

However, the transition to incorporating technology in education was gradual. Many members were wary of new tools. "We encountered skepticism, even among our own members," Strong noted, reflecting on the mission to showcase how technology could enhance education.

Advancing Science Education with Technology

During the mid-1980s, public schools faced criticism for not effectively teaching subjects like science. Students needed to boost their tech skills to tackle complex topics, yet qualified teachers were scarce.

In response, TASB established the Texas Learning Technology Group in 1985 to integrate technology into science education. This initiative aimed to involve educational groups in merging new technologies into the curriculum, while also supporting schools in teaching these new methods.

TASB’s initiative partnered with the National Science Foundation and various Texas school districts to create an innovative science curriculum that included computer-assisted instruction. This pioneering effort helped foster a shift in educational practices.

Building Communication Networks

In 1991, the Texas Education Agency launched TENET, paving the way for educators in Texas to explore the internet’s potential. This network offered access to online resources and library catalogs. TASB developed TASBNET, a communication network for school board members, enabling them to discuss legislative developments and share district updates.

TASB also initiated Technology Services to provide essential training and support for schools adapting to new technology demands. Workshops and conferences were organized to enhance technological understanding among educators, laying the groundwork for a more tech-savvy educational environment.

Continuous Support as Technology Evolves

While TASB Technology Services eventually folded as schools became more accustomed to technology, the organization continued to provide valuable resources. They developed a range of publications, advisory services, and initiatives aimed at addressing emerging tech challenges.

Recently, TASB introduced a cybersecurity program to help schools strengthen their defenses against cyber threats, and a new initiative called ConnectED Texas to enhance cell connectivity for school properties.

Keeping Pace with the Digital Revolution

Since its inception in 1949, TASB has embraced technological advancements to ensure that its services meet the evolving needs of its members. Kathy Wetzel, TASB’s chief information officer, noted that the organization focuses on continuous learning and building strong vendor relationships.

The modernization of services has transformed aspects like policy management, purchasing, and human resources. New platforms like Policy Online® have made policy maintenance more efficient, while BuyBoard® has simplified purchasing processes for schools.

In HR Services, TASB has leveraged technology to offer online reporting systems that help districts analyze salary survey data more effectively, demonstrating a commitment to meeting the needs of human resource administrators.

Expanding Training and Communication

TASB has consistently expanded its training options, transitioning from audio- and video-based sessions to online courses and webinars. In response to the COVID-19 pandemic, TASB swiftly adapted by offering virtual training events, demonstrating flexibility to meet member needs.

The evolution of communication tools at TASB has also enhanced member engagement. From launching a website in 1995 to adopting social media platforms, TASB has prioritized staying connected with its members and providing timely information.

As Tiffany Dunne-Oldfield, TASB’s deputy executive director, stated, the organization remains committed to exploring new technologies and reaching members on emerging platforms.

Through continuous adaptation and a dedication to improving services, TASB has positioned itself as a leader in guiding school districts through the complex landscape of educational technology, ensuring they are well-equipped to meet the challenges of today and tomorrow.
