Initially, this revision was a key focus of their criticism against the Election Commission (EC) and the government. However, they have now opted not to challenge the SIR’s constitutional and legal validity in their case before the Supreme Court.

Rahul Gandhi, the leader of the opposition, explained that the bloc would not contest the SIR’s validity following the Supreme Court’s decision on the Bihar SIR, which was based on a ruling issued on June 24, 2025. The Supreme Court had addressed several important questions in its May 27 ruling, such as whether the EC had the authority to conduct a SIR, if it had a legitimate purpose, and whether the process was in line with the Representation of the People Act and the Registration of Electors Act from 1960. The court found no issues with how the SIR was conducted or its objectives, which aimed to remove deceased voters, those who had changed residences, and duplicate entries from the electoral rolls.

The Supreme Court clarified that the SIR process did not conflict with the existing laws governing elections and it upheld the integrity of free and fair elections. The ruling stated, “The impugned SIR exercise, as conducted, satisfies requirements of proportionality.” This indicates that the measures taken were suitable to achieve the goal of ensuring accurate voter lists without being excessively harsh and that adequate precautions were in place to prevent wrongful removals.

Given that the May 27 ruling is final—no party has sought to review or amend it—the INDIA bloc has decided to refine its challenge. Instead of disputing the validity of the SIR, they are now focusing on alleged flaws in the process, particularly the extensive removal of voters without allowing them sufficient opportunity to contest these deletions.

Moreover, the Supreme Court highlighted that the Representation of the People Act permits the Election Commission to order a special revision under Section 21(3). It noted that the EC had documented its reasons for conducting the SIR, reinforcing that this process was directly linked to the constitutional aim of conducting free and fair elections. The court articulated that the integrity, accuracy, and transparency of the electoral roll are crucial for a functioning democracy.

In summary, while the opposition’s initial position has shifted, their current strategy continues to address concerns surrounding the electoral process’s integrity and fairness.

Opposition INDIA Bloc Adjusts Legal Strategy on Special Intensive Revision of Electoral Rolls NEW DELHI: The opposition coalition known as the INDIA bloc has changed its approach regarding the Special Intensive Revision (SIR) of electoral rolls.
