This action was approved on Wednesday by the board of governors, which consists of 35 member nations.

The resolution follows a previous decision made on June 12, 2022, a day before Israel began its military strikes on Iran’s nuclear sites, an action soon supported by the United States. The earlier resolution highlighted Iran’s “non-compliance” with its nuclear obligations, necessitating this new resolution to formally alert the Security Council about the breach.

However, analysts suggest that the Security Council may not take substantial action against Iran, given that Russia and China, two of Iran’s key allies, are permanent members with veto power. This report marks a ramp-up in ongoing tensions between Iran and Western countries.

In response to the situation, Iran warned on Monday that it would retaliate if the resolution passed, although its initial statement to the International Atomic Energy Agency (IAEA) did not mention immediate retaliation. Instead, Iran accused the IAEA of adopting a politically motivated resolution without consensus, blaming the United States and Israel for creating the current tensions. They expressed disbelief at what they described as the U.S. intention to force Iran into submission and control its oil resources.

The resolution, backed by the United States, Britain, France, and Germany, was approved with 23 votes in favor, while three nations—Russia, China, and Niger—voted against it, with eight abstentions. The text of the resolution directs the IAEA Director General to report on the findings to all member states of the agency, as well as the UN Security Council and General Assembly.

The report cites ongoing concerns about Iran’s failure to clarify the presence of uranium traces at undisclosed locations—issues that have been under investigation for years. The current standoff also includes Iran denying access to IAEA inspectors at the sites that were attacked by Israeli and U.S. forces.

IAEA officials have expressed serious concerns about their lack of access to these facilities and the enriched uranium status, which includes some enriched up to 60%—a level alarmingly close to weapons-grade enrichment, which is around 90%. IAEA Director General Rafael Grossi emphasized that the inability to obtain information about these sites poses significant risks for proliferation and called for urgent action.

As of now, the IAEA estimates that prior to the attacks, Iran possessed about 440.9 kilograms of uranium enriched to 60%. This amount, if further enriched, could potentially produce up to ten nuclear weapons. As for the current status of this uranium, it remains uncertain, although the IAEA believes that over 200 kilograms may still be at one of the inspected sites.

The new resolution also references earlier decisions calling for Iran to declare its remaining enriched uranium stocks and grant inspectors access for verification.

UN Reports Iran to Security Council Over Nuclear Breach VIENNA: In a significant development, the United Nations’ nuclear watchdog has reported Iran to the UN Security Council for the first time in two decades, citing violations of its non-proliferation commitments.
