These initiatives focus on maritime security, port development, and energy supplies, all in response to concerns about China’s increasing influence.

Following discussions among the ministers, Indian Foreign Minister Subrahmanyam Jaishankar, alongside U.S. Secretary of State Marco Rubio, Japanese Foreign Minister Toshimitsu Motegi, and Australian Foreign Minister Penny Wong, made significant announcements. Rubio highlighted a new maritime surveillance initiative designed to combine the surveillance efforts of the four nations, boosting real-time information sharing in the region. Additionally, he stated that the Quad would partner with Fiji to upgrade port facilities in the Pacific islands, marking their first infrastructure project together.

The ministers also introduced an energy security initiative focused on improving regional fuel and energy supply chains. The U.S. is expected to host a Quad fuel security forum later this year.

“We are dedicated to this partnership,” Rubio said. “It is a vital part of our global strategy as a nation.”

In a separate development, India and the U.S. signed an agreement to collaborate on critical minerals, addressing rising global concerns over dependence on supplies controlled by China.

In response to the Quad agreements, China urged that cooperation among countries should foster regional peace and stability without targeting other nations. Chinese Foreign Ministry spokeswoman Mao Ning remarked, “We do not support exclusive groupings or confrontational blocs. Any cooperation should enhance mutual trust among regional countries.”

The Quad partnership is crucial for addressing maritime security, supply chains, and broader regional strategies, especially as China expands its military and economic presence in the Indo-Pacific. The group has consistently pointed out China’s assertive military activities in the South China Sea and its ambitious territorial claims. Beijing, on its part, insists that its military actions are defensive, aimed at safeguarding its sovereign rights.

This latest Quad meeting follows a visit by U.S. President Donald Trump to China, which drew attention for its potential implications for U.S.-China relations, especially in the context of India.

Before the talks, Rubio emphasized the need for the Quad to evolve from merely a dialogue platform into a more action-oriented coalition on maritime security and critical minerals. He mentioned the possibility of a leaders’ summit later in the year, although no date has been confirmed.

The Quad members had originally intended to hold a leaders’ summit in India last year, but plans were postponed due to tensions in U.S.-India relations, including tariff disputes.

Jaishankar called the discussions “an exercise of considerable value,” highlighting topics like maritime trade, energy, fertilizer supplies, and critical minerals. He noted that as economic activities grow in the region, the responsibilities of the Quad will also increase.

The ministers also touched on issues such as the conflict in Iran and disruptions to energy shipments through the Strait of Hormuz. Australia’s Wong noted the economic challenges facing the Indo-Pacific and warned that any closure of the strait could severely impact regional energy security.

“We emphasize the importance of freedom of navigation and oppose any proposals for tolls on vessels passing through the strait,” Wong stated.

She concluded that the Quad reflects a shared commitment among the four nations to maintain a free and open Indo-Pacific, adding, “We all share a vision for the region.”

NEW DELHI — On Tuesday, foreign ministers from Australia, India, Japan, and the United States gathered in New Delhi to unveil new plans aimed at enhancing cooperation in the Indo-Pacific region.
