This conspiracy aimed to poison innocent people in public areas, the agency reported on Tuesday.<\/p>\n<p>The charge sheet, submitted to a special court in Ahmedabad, names the main suspect, Dr. Syed Ahmed Mohiuddin, a doctor from Hyderabad, along with two residents from Uttar Pradesh, Azad and Mohammad Suhel.<\/p>\n<p>According to the NIA, the accused acted under guidance from foreign handlers associated with ISIS. They coordinated efforts to recruit young individuals who had been radicalized, with the intention of spreading terror using prohibited weapons and bioterrorism. One of their chilling plans involved using \u2018ricin,\u2019 a deadly toxin derived from castor beans and classified under the Chemical Weapons Convention.<\/p>\n<p>The case started when the Gujarat Anti-Terror Squad arrested Dr. Mohiuddin at a toll plaza in November 2025. He was found with illegal weapons and a bottle containing four liters of castor oil, along with other suspicious materials in his vehicle.<\/p>\n<p>Following his arrest, the Anti-Terror Squad apprehended Azad and Suhel on the same day. It was revealed that they had previously collected parcels of money and illegal weapons from a drop-off point in Hanumangarh, Rajasthan, and delivered them to a location in Chhatral, Gujarat, for Mohiuddin.<\/p>\n<p>In January 2026, after taking over the investigation, the NIA discovered that Mohiuddin had been lured into the conspiracy by a promise of becoming the ISIS \u2018Amir\u2019 for South Asia. He had reportedly turned his home in Hyderabad into a secret lab to produce \u2018ricin\u2019 from castor seeds.<\/p>\n<p>Further investigations showed that Azad and Suhel were actively involved in the conspiracy. They maintained contact with their handlers, managed terrorist funds, and took an oath of allegiance while collecting illegal weapons, according to the agency.<\/p>\n<p>Suhel played a pivotal role in connecting the handler with the other co-accused, overseeing recruitments, coordination efforts, and handling the flow of funds and weapons.
