Suspicious activities included turning off its tracking system during cargo transfers and changing its destination signals frequently.<\/p>\n<p>Analysts suggested the vessel displayed signs of evading detection, manipulating signals to hide its true activities. These maneuvers might indicate unreported deliveries before resuming normal tracking.<\/p>\n<p>Since late January, actions from the U.S. have severely affected fuel shipments to Cuba, coinciding with changes in Venezuela and the arrest of Nicol\u00e1s Maduro. This has deterred other vessels from approaching Cuban ports. <\/p>\n<p>U.S. officials indicate that resolving Cuba\u2019s chronic energy issues would require significant economic reforms, urging the government to allow more private sector involvement.
