This gathering, which aims to address the current challenges facing football in India, is being organized following instructions from the Supreme Court. A recent call for tenders by the AIFF to secure commercial rights for the Indian Super League (ISL) received no bids, further complicating the situation.

In total, six meetings are planned at the Sports Authority of India (SAI). These discussions will involve various stakeholders, including representatives from ISL and I-League clubs, potential commercial partners, Football Sports Development Limited (FSDL), and some OTT platforms. FSDL remains the AIFF’s commercial partner until December 8.

Reports suggest that the AIFF might consider lowering the minimum guaranteed payment of ₹37.5 crore (or 5% of gross revenue) required from the commercial partner for the next five years—if it can secure financial backing from the government. A reduction in this payment would be crucial for the AIFF to support national teams and organize tournaments. The AIFF conducts around 1,700 matches and 21 championships annually, highlighting its need for funding, especially as both women’s and men’s teams are making significant strides in international competitions.

Complications also arise from issues raised by prospective bidders, which have been noted in a report by retired Justice Nageswara Rao. These concerns relate to the governance structure of the ISL, where prospective bidders currently have limited representation on the Governing Council and restricted powers regarding decision-making and license management. The AIFF wants to navigate these issues carefully, as they are linked to interpretations within its constitution, particularly regarding ownership and rights related to its competitions.

The domestic football landscape in India has faced turmoil after FSDL put the top-tier league on hold due to uncertainties about renewing its long-standing rights agreement. Justice Rao has urged for a balance that preserves AIFF’s authority while also considering the commercial interests of prospective bidders.

Following Justice Rao’s findings, the Supreme Court has called for a swift resolution to these matters, with the Solicitor General of India promising that the league will be organized in accordance with international FIFA standards.

The All India Football Federation (AIFF) is set to adopt a “flexible” approach as it prepares for a meeting with Sports Minister Mansukh Mandaviya.
