He highlighted how a shift in mindset and the use of technology have become central to modern policing.<\/p>\n<p>Recalling his tenure from 2017 to 2018, Singh noted that Uttar Pradesh was facing a high crime rate and various organized crime issues. He emphasized, \u201cMany think we relied only on encounters, but we focused on changing our mindset. Technology has been crucial.\u201d<\/p>\n<p>The police force introduced various technologies, including drones, CCTV cameras, and the UP112 emergency response system, which was recognized globally in 2019. They also adopted advanced tools powered by artificial intelligence for predictive policing and established a citizen-friendly platform named UPCOP, offering 29 contactless services. Partnerships with institutions like IIT-Kanpur and ISRO helped enhance their technological expertise.<\/p>\n<p>Singh also pointed out a significant increase in the police budget, from \u20b918,000 crore to \u20b924,500 crore in 2019-20, which facilitated extensive training and infrastructure upgrades. \u201cModernization happens through technology\u2014in weapons, forensic science, cybercrime units, and counter-terrorism operations. But having compassion in policing is just as crucial,\u201d he remarked, recalling how humane, unarmed approaches helped ensure the peaceful conduct of events like the Kumbh Mela.<\/p>\n<p>Addressing concerns about technology replacing human interaction, Singh stressed the importance of balancing \u201chardware\u201d (like weapons and rules) with \u201csoftware\u201d (empathy and public trust). \u201cA good leader combines both effectively,\u201d he said, noting a rise in daily calls to the police from 18,000 in 2019 to 30,000 in 2023, thanks to data analytics in predictive policing.<\/p>\n<p>Long-time Noida resident Arya commented on the improvements in local policing, mentioning how responses and interactions with citizens have gotten better. \u201cNow, criminals fear the police instead of the other way around,\u201d he said. While challenges remain, he noted that the excessive force has decreased and complaints from citizens are being addressed more eagerly.<\/p>\n<p>Looking into the future, Singh advocated for \u201cinclusive policing\u201d that ensures fair access to justice for all, especially for women and the underprivileged. \u201cBeing smart isn&#8217;t just about uniforms\u2014it\u2019s about ideas, mindset, and actions,\u201d he said, aligning with the Prime Minister\u2019s vision of a police force that is capable, sensitive, accountable, and transparent.<\/p>\n<p>Retired Major Gaurav Arya added that increased funding is necessary to meet the challenges in Uttar Pradesh, which has a population comparable to that of the fifth-largest country in the world.
