County officials estimate they could see a loss of around $1 billion, leading to significant challenges ahead.

Betty Duong, a recent member of the Santa Clara County Board of Supervisors, expressed her shock at the potential budget shortfall, which could endanger health care and food assistance for many residents. “This is unacceptable,” she said. “We cannot balance our budget on the backs of innocent lives. We’re talking about 450,000 people in Santa Clara County and 14 million across the country facing severe health care cuts.”

Duong, the first Asian American woman on the board, has personal experience with the challenges faced by immigrants. Her family came to the U.S. after the Vietnam War and once relied on government assistance. “Like many, we aimed to build a new life here,” she reflected.

Duong’s background gives her insight into how funding cuts may affect immigrant communities in South Bay. She has heard concerns from community members who are anxious about the future.

Kaitlyn Madrigal, a member of the group Latinos Contra Cancer, is advocating against the cuts to protect her family’s health care. “We come from a lower socioeconomic background, and as an immigrant family, these cuts raise serious concerns for us,” she stated.

One of the county’s main challenges is maintaining its public hospital system, the second largest in California, with 70% of its funding sourced from federal programs like Medicare and Medicaid. County Financial Executive James Williams emphasized the critical role these hospitals play, stating they account for half of the state’s trauma and burn centers and are instrumental in training new doctors. “We have to protect these essential services,” he said, while acknowledging that state funding can’t fully replace the lost federal support.

While the budget cuts won’t take effect until next year, county officials warn that their effects will be felt immediately. Elected officials will need to think creatively to ensure that residents can still access necessary services. Supervisor Duong noted, “We may have to reduce services in other areas just to keep our emergency departments running and providing care.”

As communities prepare for these tough changes, the hope is to safeguard essential health care and social services for everyone.

Local Communities Brace for Healthcare and Food Program Cuts Residents in the San Francisco Bay Area are beginning to feel the effects of President Trump’s newly passed “Big Beautiful Bill” on vital health care and food assistance programs.
