This announcement follows China’s recent restrictions on the export of seven rare earth metals, which are vital for technology and defense industries.

Critical minerals are essential for national security and economic stability, playing a key role in the manufacturing of various products. The Quad’s Foreign Ministers expressed their worries about the unpredictability of these supply chains, particularly in light of China’s dominant position in the processing and supply of these minerals.

In their joint statement, the ministers noted, “We are concerned about the sudden reduction and future reliability of essential supply chains, especially for critical minerals. This includes non-market policies that can interfere with the supply and production of these materials.”

The current restrictions from Beijing stemmed from past trade tensions, particularly tariffs imposed by the U.S. under former President Trump. These measures could significantly impact the American defense and automotive industries, both of which heavily rely on imports from China.

The Quad ministers emphasized the importance of having diverse and dependable global supply chains. They pointed out that reliance on a single country for processing critical minerals can expose industries to economic risks and supply chain disruptions. “Today, we are launching the Quad Critical Minerals Initiative to enhance our economic security by working together to secure and diversify these supply chains,” they stated.

Previous efforts to address these challenges included the Strategic Mineral Recovery Initiative launched by India and the U.S. in February 2025. This initiative focuses on recovering critical minerals like lithium and cobalt from heavy industries, such as coal mining. Furthermore, during Prime Minister Narendra Modi’s recent visit to the U.S., both nations agreed to collaborate on research and investment in the entire critical minerals value chain.

In addition, both Washington and New Delhi are active participants in the Minerals Security Partnership, an initiative created in 2022 to address concerns about China’s dominance in this field. This partnership includes 14 countries, such as Australia, Canada, France, and Germany, along with the European Union, and has formed a Finance Network to support critical minerals projects through funding from national development institutions.

Quad Nations Unveil New Minerals Initiative in Response to Supply Chain Concerns Washington, D.C.: During a meeting on Tuesday, the Quad nations—comprising the United States, India, Japan, and Australia—launched a new initiative focused on critical minerals.
