Why Broadcasters are Key to Shaping America’s Resilient Future

In a recent discussion, Dave Hutchinson, CEO of WattsNewz, emphasized the crucial role that broadcasting plays in our country’s communication systems, especially during crises.

The ongoing conversation about the transition to ATSC 3.0 and 5G has been characterized as a conflict between broadcasters and wireless providers. Hutchinson argues that this perspective misses the point. The key issue for policymakers should be identifying which communication infrastructures can be counted on when all else fails.

For many years, broadcasters have fought to maintain their spectrum allocations, primarily focusing on television services. However, Hutchinson points out that the conversation has evolved beyond traditional broadcasting.

We now face serious challenges. The electric grid is changing fast, with more people installing solar panels and electric vehicles, and utilities adapting to new technologies. This shift means that reliable communication is essential, especially as we face more frequent natural disasters and cyber threats.

Today, the question isn’t just about how we deliver television; it’s about how we provide trustworthy information when networks are overloaded or unavailable.

Broadcasting: A Unique Solution

Hutchinson highlights that broadcasting is unique. It can reach millions at once without overloading networks or requiring individual connections. This capability can significantly enhance national resilience during emergencies.

As utilities modernize the electric grid, they will need secure ways to share important information, such as:

  • Emergency load reduction requests
  • Dynamic energy pricing details
  • Wildfire evacuation alerts
  • Coordination signals for energy resources

Many of these vital communications currently rely on cellular networks, which can fail during crises. In contrast, broadcasting provides a reliable alternative. It should be regarded not as competition to cellular networks but as a vital partner.

A Call for Collaboration

Hutchinson suggests that regulatory bodies like the FCC and FERC should focus on collaboration rather than competition between ATSC 3.0 and 5G. They should recognize broadcast networks as integral to our nation’s communication infrastructure.

By adopting this mindset, broadcasters could better support vital functions like emergency messaging and public safety communications using modern technologies.

The focus should shift from merely preserving the television industry to enhancing the country’s energy and communication frameworks.

Broadcasters Need a Broader Vision

While broadcasters may fear losing spectrum to other services, Hutchinson believes the best approach is not to cling to old models but to show their value in new ways. If broadcasters prove their significance beyond just TV, they are likely to secure their place in communication infrastructures.

The technology is already available for this, with utilities relying on standards that facilitate communication about energy management. NextGen TV can also effectively transmit information to millions, even during network congestion.

Despite challenges in adopting NextGen TV, groups like Sinclair and Nexstar are exploring new opportunities with their spectrum. This trend could redefine broadcasting as a foundational element of our communication and energy networks rather than just a media outlet.
