Prime Minister Modi’s Historic Visit to Guyana: Strengthening Ties and Cultural Bonds

New Delhi: Prime Minister Narendra Modi is set to visit Guyana from November 19 to 21, marking the first visit by an Indian Prime Minister to the South American country in over 50 years. This trip is a significant step forward in enhancing the relationship between India and Guyana, reflecting India’s increasing engagement with Caribbean nations.

The visit follows several recent exchanges between the two nations. Guyanese President Mohamed Irfaan Ali attended the Pravasi Bharatiya Divas, an important event for the Indian diaspora, in January of last year. Subsequently, Vice President Bharrat Jagdeo visited India, and Prime Minister Mark Phillips made a trip to India earlier this year. India’s External Affairs Minister S. Jaishankar also visited Guyana in April 2022 to meet the country’s leaders.

Importance of the Indian Diaspora

A key factor in strengthening ties between India and Guyana is the large Indian community in the country, making up about 40% of its population. Indians first arrived in Guyana as indentured laborers in 1838, and their presence has spanned over 180 years.

Ash Narain Roy, Director of the Institute of Social Sciences in New Delhi, highlighted the close relationship due to the Indian diaspora. “India and the Caribbean share strong cultural ties, especially in Guyana, Suriname, and Trinidad & Tobago. The ancestors of many Indo-Guyanese people came from regions like Uttar Pradesh and Bihar,” he noted.

Roy emphasized that Indians played a crucial role in the agricultural development of Guyana, particularly in sugarcane farming. He pointed out that both Hindus and Muslims from India continue to celebrate their traditions, such as Diwali and Eid, showcasing the enduring cultural connection.

Cultural Diplomacy

India’s cultural diplomacy focuses on nurturing connections with the diaspora through events, scholarships for Guyanese students, and educational collaborations. The Indian community in Guyana has maintained a strong bond with their heritage, making cultural exchanges highly meaningful.

During his visit, Prime Minister Modi plans to hold discussions with President Irfaan Ali and will deliver a speech to the National Assembly and the Indian diaspora in Guyana.

Saurabh Mishra, a research fellow at the Manohar Parrikar Institute of Defence Studies and Analyses, pointed out that this visit aligns with the Indian government’s strategy to engage with overseas Indian communities to foster beneficial relationships.

He also noted that both India and Guyana are robust democracies. “Guyana is notable for its strong civil society, and it faces challenges like environmental issues and ethnic tensions,” Mishra added.

Addressing Environmental Challenges

Guyana’s location presents unique environmental challenges, such as many areas being below sea level. Mishra mentioned the potential for India and Guyana to work together on global platforms to address issues related to rising sea levels.

Collaboration in Energy Sector

Guyana has also gained prominence as a partner for India thanks to its significant oil and gas discoveries. Jaideep Mazumdar from India’s Ministry of External Affairs noted that Guyana is on the brink of economic transformation, thanks to its new energy resources. India is keen on collaborating with Guyana, particularly in the hydrocarbon sector.

India has already begun forming agreements with Guyana for oil purchases and investment in energy projects. Since 2015, Guyana has emerged as a vital player in the oil market, with over 11 billion barrels of discovered reserves. This positions the nation as one of the largest oil-rich countries globally. Indian companies like the Oil and Natural Gas Corporation Videsh (ONGC Videsh) are expressing interest in Guyana’s energy sector.

Developmental Support

India has also been a key partner in development aid to Guyana, contributing to health, connectivity, renewable energy, and water resources. Recent projects include the construction of an ocean-going ferry and the provision of solar lighting to numerous households.

Bilateral Trade Growth

Trade between India and Guyana has seen growth over recent years, with total trade reaching approximately $223 million in 2021-22. Although the numbers dipped slightly in 2022-23, they have shown improvement in the current year.

India-CARICOM Summit

During his trip, Modi will also co-chair the Second India-CARICOM Summit alongside the Prime Minister of Grenada. This summit is expected to further enhance cooperation among the Caribbean Community (CARICOM) nations, which aim to promote regional integration and economic collaboration.

As India seeks to strengthen ties with the Caribbean and Latin America, this visit represents a significant opportunity for both countries. Roy noted that the summit would boost trade and economic exchanges, fostering regional integration in the process.
