Telecom Department Tells Elon Musk’s Starlink: Indian Nationals Must Run Gateway Stations Until Further Notice

Starlink Plans Gateway Stations Across India

Elon Musk’s company, Starlink, is set to establish several gateway stations throughout India. Reports indicate that these stations will be located in cities like Mumbai, Noida, Chandigarh, Kolkata, and Lucknow, among others. This effort comes as part of their preparations for launching satellite communication services in India.

According to sources, Starlink has requested a capacity of 600 gigabits per second for its operations in the country, using its Gen 1 satellite constellation. This spectrum has been provisionally assigned so they can meet necessary security requirements.

The Telecom Department has allowed Starlink to import 100 terminals to test satellite services. However, there are strict conditions in place to prevent any misuse, particularly because of the sensitive nature of satellite communication technologies. The company has been instructed that only Indian nationals are permitted to operate these stations until security clearances for foreign workers are obtained from the Ministry of Home Affairs.

Earlier this year, there were security concerns when Starlink devices were misappropriated in border areas, leading to an investigation request by the Ministry of Home Affairs. In December, security forces confiscated Starlink devices along with illegal weapons in Manipur, and they also located an unauthorized device in the Andaman and Nicobar Islands.

Although Starlink initially downplayed these issues, it is now required to meet all security protocols and continuously provide information to relevant authorities. Following this compliance period, the company will adhere to existing policies regarding spectrum assignment, including pricing and authorization.

Additionally, Starlink must keep all data generated during trials in India and ensure that their equipment is secure. They are required to report terminal details—such as names, addresses, and geo-coordinates—to the Department of Telecommunications and security agencies every two weeks. Law enforcement will have the authority to inspect and access data from the satellite terminals. The company is also obligated to monitor network traffic and establish a control center in India, ensuring all communications travel through Indian gateways.
